OBJECTIVES OF THE PROGRAMME

Contribuer a l'harmonisation des efforts nationaux de prevention, de preparation, de detection et reponse aux situations d'urgence.Faciliter la planification, la collaboration, la coordination et la mise en œuvre de l'appui technique et operationnel de l'OMS aux situations d'urgence, Promouvoirl'elaboration et la mise en œuvre de legislations, de politiques, de strategies, de plans et de programmes nationaux afin de repondre efficacement aux situations d'urgence. Renforcer la capacite nationale a se preparer et a repondre aux urgences sanitaires de tous les dangers, a veiller a ce que les procedures, les competences, les mecanismes de coordination et les systemes de sante nationaux soient requis

DESCRIPTION OF DUTIES

Sous la direction generale du Representant de l'OMS, le(la) titulaire s'acquitte des taches ci-apres :1.Apporter un appui technique au ministere de la Sante pour le suivi etl'evaluation des principales capacites des pays, et la mise en œuvre du Reglementsanitaire international (RSI 2005).2-Coordonner les appuis techniques a fournirau ministere de la Sante pour l'evaluation et la cartographie des risquessanitaires a travers les outils recommandes par l'OMS tel que l'outilstrategique d'evaluation des risque (STAR) ainsi que l'evaluation des capacitesnationales de gestion des situations d'urgence.3- Soutenir les autoritessanitaires nationales et locales pour (i) l'elaboration et la mise en œuvre desplans d'action nationaux de securite sanitaire tout en utilisant des donneesprobantes telles que les resultats des evaluations des risques, les evaluationsconjointes des risques et les evagations externes des risques (EEC); (ii)l'elaboration et la mise en œuvre des plans de contingence/lutte contre lesmaladies a potentiel epidemique ainsi que les autres urgences de santepublique.4-Contribuer a la promotion des partenariats dans le pays avec lesacteurs concernes, pour assurer la mise en œuvre, le suivi et l'evaluation descapacites conformement aux exigences du RSI (2005), ainsi que la mobilisation desressources necessaires pour le plan d'action national de securite sanitaire. 5-Suivreles activites de l'OMS aupres du ministere de la Sante et des partenaires enmatiere d'appui technique et de mobilisation des ressources pour la prevention,la preparation, la detection et la reponse aux urgences de sante publique. 6-Renforcerles capacites des equipes nationales et regionales de surveillanceepidemiologique integree de la maladie et riposte (SIMR) pour une surveillanceefficace et soutenue des evenements de sante publique grace a des formationssur l'investigation de terrain, la detection, la gestion des donnees et lareponse rapide aux epidemies et flambees de sante publique et la mise en œuvrede l'approche une seule sante.7-Mener des evaluations rapides des risques etelaborer des rapports consequents utilisables pour grader les evenements desante publique afin de mettre en place des systemes de gestion adaptes etconsequents des evenements ainsi que la coordination de la gestion des urgencesde sante publique.8 -Soutenir l'elaboration et la mise en œuvre d'un systemenational de laboratoire efficace pour la confirmation rapide des epidemies. 9-Soutenirl'elaboration et la mise en œuvre des strategies et plans de communication surles risques et engagement communautaires (CREC) pour une meilleure preparationet participation des communautes a tous les niveaux sur les interventions depreparation et reponse aux urgences de sante publique.10 -Etablir despartenariats et collaborer avecles reseaux techniques, les institutions, lesuniversites et les centres collaborateurs de l'OMS appropries pour (i) elaborerdes circulas de formation appropriee sur le renforcement des capacitesnationales sur la surveillance epidemiologique integree de la maladie etriposte (SIMR) et le Reglement sanitaire international (RSI) 2005); (ii)encourager la collaboration et la coordination des efforts avec les partenairesinternationaux et les organismes donateurs afin de mobiliser des ressources etde faciliter leur utilisation pour des projets et de nouvelles initiatives dansles interventions sur la prevention, la preparation, la detection et la reponse aux situations d'urgence.11-S'acquitter de toutes les autres taches connexesqui lui seront confiees par le superieur hierarchique.

REQUIRED QUALIFICATIONS

Education

Essential: Diplome universitaire dans le domaine de la sante publique, de l'epidemiologie, de la gestion des urgences de santepublique, de l'humanitaire, de la gestion des catastrophes ou dans une discipline apparentee, delivre par un institut accredite ou reconnu
Desirable: Diplome de Doctorat d'Etat en medecine - Formation specialisee en gestion des urgences et des catastrophes; Formation specifique sur les ugences humanitaires.

Experience

Essential: Au moins sept (7)annees d'experience pertinente, aux niveaux national et international, dans le domaine de la de la coordination de la gestion des situations d'urgence, de lalutte contre les maladies infectieuses, du renforcement des capacites des pays et de la reponse aux urgences et aux catastrophes, y compris les flambees epidemiques, les catastrophes naturelles ou les situations d'urgence complexes.Experience de la coordination d'activites operationnelles de preparation et d'intervention avec un large eventail d'acteurs
Desirable: Une certaine exposition au travail dans un contexte de pays en developpement.Bonne experience dans la mobilisation de ressources domestiques et externes.Experience de travail avec l'OMS, d'autres agences des Nations Unies ou une organization internationale

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 64,121 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2367 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
