Purpose of consultancy

To provide technical expertise to the Data Evidence and Knowledge Management team, Health Workforce department in 3 main streams of work i) by supporting data management activities primarily through the DHIS2 based NHWA data platform ii) updating the NHWA data portal and iii) gathering evidence and improving documentation in the Document Management System.

Background

The SDG agenda gives recognition to UHC as key to achieving all other health targets. SDG 3c sets a target to “substantially increase health financing and the recruitment, development, training and retention of the health workforce in developing countries, especially in least developed countries and small island developing States”. WHO and its partners developed the Global Strategy on Human Resources for Health: Workforce 2030 (GSHRH) to accelerate progress towards UHC and the SDGs by ensuring equitable access to health workers within strengthened health systems. Resolution (WHA69.19) urges Member States to consolidate a core set of HRH data with annual reporting to the Global Health Observatory, as well as progressive implementation of National Health Workforce Accounts to support national policy and planning and the GSHRH’s monitoring and accountability framework.

Responding the various global mandates, the NHWA data platform (NDPlatform), based on DHIS2 was launched in 2017 and continues to facilitate data reporting as well as to build capacity and stakeholder cooperation at the national level with regards to health workforce data.
NDPlatform serves as a national HRH database as well as multi-partner base at the global level. The ongoing inititaives at the global level (IADEX, Nursing Now campaign) prioritising health workforce and the need for updated information on health workforce data, pins the NDPlatform as the common repository of the multi-agency data hosting site.

For effective collaboration of this high level multi agency engagement and DG initiatives it was critical to have the data publicly available an easily accessible. To serve this objective, the NHWA data portal (NDPortal, https://apps.who.int/nhwaportal/), based on POwerBI was launched in 2020.
With the increased uptake of NDPlatform among Member States and the NDPortal , it has emerged as the leading source of health workforce statistics. The sustained and continuous technical support to countries including the data updates and maintenance of both the NDPlatform and the NDPortal, based on live user feedback, is crucial to the implementation of the technical area of work and the broader health workforce agenda.

Deliverables

  • Deliverable 1: Improve user experience in the NDPlatform and contribute to data analytics for knowledge generation.
    • Task 1.1: Update and maintain multilingual interface in NDPlatform.
    • Task 1.2: Analyse the NHWA data for knowledge products and publications.
    • Task 1.3: Conduct basic data quality checks in the reported data.
    • Task 1.4: Improve data availability in the NDPlatform.
      Expected outcome:
      • Multilingual ND Platform and relevant dashboards, data entry forms reports updated.
        Expected by month 11 of the contract.
      • NHWA data analytics conducted in contribution to knowledge products.
        Expected by month 11 of the contract.
      • Regular and periodic data quality checks conducted with follow-up to countries.
        Expected by month 11 of the contract.
      • Enter updated complementary data in NDPlatform through data maining and consolidating corporate data collection mechanisms.
        Expected by month 6 of the contract.
  • Deliverable 2: Update data and user experience in the NDPortal.
    • Task 2.1: Improve Power BI reports in the NDPortal.
      Expected outcome:
      • Improved data visualisations and relevant updates in NDPortal published.
        Expected by month 11 of the contract.
  • Deliverable 3: Contribute to update of the Document Management System and client support.
    • Task 3.1: Conduct literature review and data mining exercise to gather updated information on documents, reports and publications at country, regional or global levels, relevant to health workforce.
    • Task 3.2: Maintain and update the document library with appropriate tags.
    • Task 3.3: Regular follow up on generic mailboxes and other department level activities.
      Expected outcome:
      • Updated Document Management System with improved data cataloging.
        Expected by month 11 of the contract.

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

  • First level university degree in computer science, data management or related field.

Desirable:

  • Specialisation in database administration (client and server side), SQL certified, DHIS2 certified courses, Power BI ceritfied, DAX certified.

Experience:

Essential:

  • At least 5 years relevant experience in data management and documentation.
  • Experience in SQL based query language, SQL databases and PostgreSQL databases, STATA, R.
  • Experience in DHIS2 development (apps, reports, data entry forms etc).

Desirable:

  • Experience in DAX language.
  • Experience in .Net programming.
  • Experience in API.

Skills:

  • Proficiency in SQL based query language;
  • Proficiency in relational database architecture;
  • Proficiency in MS Excel, MS Word, MS PowerPoint.
  • Intermediate skills in HTML, CSS, JavaScript , React, RESTful APIs and PostgreSQL databases, MS SQL databases, STATA, R.
  • Intermediate skills in API development and API documentation, API architecture.
  • Intermediate skills in PowerBI.
  • Intermediate skills in DAX language.

Languages required:

Essential:

  • Expert knowledge of English.

Desirable: (if applicable)

  • Intermediate knowledge of Spanish, French or Russian.

Location

Off site: Home-based.

Travel

The consultant is not expected to travel.

Remuneration and budget (travel costs are excluded):

Remuneration:

Band level B - USD 7,000 - 9,980 per month.

Living expenses (A living expense is payable to on-site consultants who are internationally recruited):
