Gavi is committed to expanding global access to the HPV vaccine. The easing of global HPV vaccine supply constraints, recommendation for a permissive single-dose HPV vaccination schedule from WHO’s Strategic Advisory Group of Experts on Immunization (SAGE) in 2022, and the waning of COVID-19 pandemic-related delivery disruptions present a unique opportunity to accelerate progress toward reaching vaccination targets. Recognising this, in December 2022 the Gavi Board approved the revitalisation of the Alliance’s HPV vaccine programme with a US$600+ million investment through 2025. With the additional funding in place, the Alliance has set an ambitious goal to reach over 86 million girls with HPV vaccine by 2025, aiming to avert over 1.4 million future deaths from cervical cancer.

To accelerate the number of girls reached with HPV vaccination, the following objectives of the revitalisation have been set: 1) accelerate quality introductions; 2) rapidly improve global and national coverage; and 3) generate long term programmatic sustainability through building and integrating HPV vaccination within routine delivery mechanisms and into Primary Health Care (PHC). The HPV team with the Vaccines Programme team lends focus and coordination to the HPV revitalization initiative by serving as an in-house technical resource, supporting country teams and in-country stakeholders to develop high quality plans and receive Gavi approvals, coordinating an in-house Working Group and an external forum of partners, contributing to global advocacy, managing learning activities related to HPV, and driving the release of funding and supplies to support new and continuing HPV vaccination programmes to achieve the goals.

THE ROLE

  • Support HPV supply management. Provide programmatic information and data to support HPV supply planning and forecasting. Manage the HPV supply working group;
  • Support HPV programme monitoring. Monitor HPV revitalization programme progress, including key performance indicators, and develop tools and materials to communicate progress to key audiences;
  • Technical support to country planning and implementation. Provide hands on support to Gavi country teams and their in-country partners to achieve successful HPV launches, campaigns, and programme revitalization initiatives;
  • Analytic support to other initiatives such as HPV Strategic Focus Area, outcome studies, programme evaluations and research projects.

MAIN DUTIES/RESPONSIBILITIES

HPV Data analysis, management and translation

1) HPV Supply/Demand data

  • Support the annual renewal process for HPV programme, triangulating and documenting programme performance, in country stocks, status of programme, including off-cycle activities including requests for switch of schedule or product, in collaboration with the Vaccine Forecasting team/UNICEF Supply division (SD)/Country Support (CS) to estimate the vaccine needs each year;
  • Analyse UNICEF SD shipment plans against programmatic needs and timelines, in collaboration with the Vaccine Forecasting team/UNICEF SD/Country Support team;
  • Support regular engagement with UNICEF SD including sharing key programme updates, and manage a HPV supply working group with relevant secretariat teams, develop agendas, meeting materials, action items and minutes;
  • Contribute to financial forecast and Supply Demand Scenarios (SDS) forecasts, including Middle Income Country (MIC) demand, by ensuring assumption parameters are up to date and methodology is updated i.e., coverage assumption, as per programme evolution in collaboration with Vaccine forecasting and grant operations (VFGO) team, MICs team & UNICEF SD;
  • Provide quantitative data on supply/demand balance as needed for events such as manufacturers roadshows, updates on country interest/product preference, and to support Market Shaping team;
  • Bridge programmatic developments with implications on supply, and identify actions required within the Gavi Secretariat to ensure supply meets evolving programme needs. Support the development of programmatic mitigations to manage supply imbalances.

2) Monitoring of Revitalization Programme Progress

  • Build, own and maintain tools/trackers to support monitoring of programme implementation and key performance indicators in the HPV programme monitoring framework e.g., new routine and MAC programme introductions, 1 dose decision-making, Vaccine Introduction Grants (VIGs)/Operations (Ops), Technical Country Assistance (TCA), Health Systems and Immunisation Strengthening (HSIS) and Strategic Focus Area (SFA) applications, approvals, disbursements and activities, real-time milestones on coverage improvement, and integration impact;
  • Support the development of briefing materials, presentations, governance materials, including visualisation of key performance indicators, programme status, and timelines for key events and audiences;
  • Monitor and track key steps in the Gavi approval processes, for review at team level, to support solution-focused discussions on programme bottlenecks/barriers and programme strategy development;
  • Respond to ad-hoc data requests on programme performance and country status, including for partners and partner projects, internal Gavi teams, country support, and public communications;
  • Support HPV programme visibility in Secretariat and Alliance tools and dashboards to improve data documentation, including the Vaccine Launch Database, VP switch tracker and the Monitoring and Performance Management dashboard. Collaborate with Gavi partners who publicise HPV programme data;
  • Support the development of Gavi 6.0 strategy relevant to HPV.

3) Country Grant Support and other projects

  • For a portfolio of countries, support screening of programmatic components of HPV grant applications and provide programmatic support to country teams through close engagement, discussions led by the Senior Country Managers related to HPV as plans are developed;
  • For a portfolio of countries, develop a clear understanding of the technical assistance activities funded by Gavi and continuously monitor the delivery of technical assistance to contribute thought partnership to the technical assistance providers and country teams, review technical deliverables from providers, and support country teams in actioning the findings;
  • Participate in country visits to support technical discussions and planning for launches and scale up;
  • In partnership with the Head, HPV, escalate high risk situations or challenges faced by countries and support development of solutions;
  • Provide ad hoc support to cross-cutting data analysis projects and initiatives within VP;
  • Support the representation of VP at the Secretariat Gender Technical Working Group and analytic support for gender programming in the HPV programme;
  • Contribute to publications and specific research outputs.

QUALIFICATIONS

ACADEMIC AND WORK EXPERIENCE

  • Bachelor’s degree is essential;
  • Post graduate qualification in social sciences is preferable (epidemiology, economics, public health) and/or computer Science, data Science, Statistics, or a related field);
  • 3 to 5 years experience working in data analytics or in a related occupation, preferable in the field of public health.

SKILLS/COMPETENCIES

  • High proficiency of a statistical software package such as R for use in data management, analysis and visualisation;
  • Experience with data analysis for monitoring and forecasting;
  • Experience in using data to identify risks and opportunities that may impact programme level goals;
  • High proficiency of MS Office and related applications (Word, Excel, Access, sharepoint, PowerPoint, etc.,);
  • Compelling communication of analyses results, and compiling briefing materials and other communication tools;
  • Working with data, analytics and programmatic partners, including qualitative inputs, to identify and track key programme performance indicators;
  • Demonstrated capacity to manage a variety of activities simultaneously and take initiative;
  • Ability to work with minimum supervision and under pressure;
  • Ability to build productive relationships in an international, multicultural, multi-partner environment;
  • Collaborate effectively and build consensus with a range of internal and external stakeholders.

LANGUAGES

  • Fluency in written and spoken English is required;
  • Fluency in French and other languages of Gavi-supported countries an asset.
