ICMA seeks an Economic Development/PPP Specialist to lead all economic development activities on a multi-year USAID-funded program awarded to support the Central Tibetan Administration (CTA).
The ideal candidate will have the technical expertise to support programs involving the CTA in strengthening the Federation of Tibetan Cooperatives in India (FTCI), Tibetan cooperatives and public/private sector engagement systems, and the capacity of CTA departments and Settlement Institutions.
 
The Economic Development/PPP Specialist, under the direction of the Institutional Strengthening Advisor and Chief of Party, will be responsible for leading all activities in support of improving systems and processes and building the capacity of the CTA institutions to implement PPPs, promote investments, and generate revenue.
 
This position is based in Dharamshala, Himachal Pradesh, and is anticipated to start from January 2024.
Preference will be given to candidates with Tibetan language speaking and reading abilities. Indian nationals are also encouraged to apply. Authorization to work in India without requiring employee sponsorship is a prerequisite for a successful application.
 
Responsibilities:
  • Work closely with the Institutional Strengthening Advisor to identify the best approach to reducing barriers to doing business with CTA institutions.
  • Implement the improvement/action plan/roadmap developed based on the cooperatives’ assessment report.
  • Build the capacity of the Department of Home, Tibetan Settlement Offices (TSO’s), FTCI, and Tibetan cooperatives in promoting economic development through Tibetan cooperatives
  • Assist CTA/TSO’s/FTCI/Tibetan cooperatives in building partnerships with governmental and non-governmental organizations to promote economic development or build capacities of Tibetan cooperatives to scale business operations and manage their functions efficiently.
  • Prepare PPP guidelines in consultation with the Department of Finance and Department of Home.
  • Encourage investment in Settlements, including cooperatives
  • Assist cooperatives in expanding their access to markets and e-commerce
  • Lead the strategic decision-making process related to economic development and investment promotion.
  • Coordinate with the Curriculum Development and Training Specialist to design outcome relevant trainings
  • Assist CTA to lead the development of a viable PPP model, in coordination, as appropriate, with other USAID/Donor-funded programs.
  • Build the capacity of CTA staff to identify, prepare, negotiate and oversee PPPs.
  • Oversee capacity building of CTA and Settlement Institutions as it relates to the ease of doing business, private sector engagement and revenue generation so that CTA and Settlement Institutions can start assuming project responsibilities in years 4 and 5 of the CTA-CBSI program.
Key Qualifications and Skills:
  • Minimum 8 years of experience in facilitation of investment promotion and economic development.
  • Minimum 5 years of experience in business development/cooperative institutions/ social ventures or in a similar work environment. 
  • Demonstrated experience working with relevant government agencies and other stakeholders at the national, state and/or municipal levels will be an added advantage
  • Demonstrated experience in identifying feasible projects, developing feasibility studies and market/financial analysis, and mobilizing investors.
  • Fair understanding about the donors’ landscape (including foundations/CSR) to attract and mobilize their support towards Tibetan institutions.
  • Strong skills in developing partnerships with businesses, organizations, funds, and public sector entities that are involved in investment and investment promotion.
  • Demonstrated capacity to lead workshops, trainings, and strategic planning sessions.
  • Advanced degree in economics, business administration, public policy, or other related discipline.
  • 100% hands-on in developing PPTs, reports, conceptualizing and implementing initiatives/activities etc.
  • Working experience with Tibetans and in South Asia preferred.
  • Proven experience implementing gender-sensitive programming.
  • Proven interpersonal and managerial skills and cultural sensitivity to manage in-country teams.
  • Ability and willingness to travel to regional locations that may be remote and difficult to reach.
  • Oral and written fluency in English (knowledge of Tibetan a plus).
