Mission and objectives

Context
One of main goals of the Project is support the development of necessary legislation for recording the evidence on environmental damage caused by the Russian military invasion, as well as practical mechanisms to collect the evidence throughout Ukraine. Considering emergency needs to recovery actions and limited capacities of the governmental bodies, there are significant needs of external support from international partners. The project “Mitigating the risks of long-term environmental disasters in Ukraine through the establishment of a Coordination Centre on Environmental Damage Assessment” (Environmental Damage Assessment) aims to establish the Coordination Centre on Environmental Damage Assessment. It will enable the Ministry of Environmental Protection and Natural Resources of Ukraine and other state bodies under the SOC to execute its mandate, through: -providing advisory and operational support for the development of the legal framework and institutional capacities; -elaborating impact assessment methodology; -training support to increase knowledge of the state officials; -functioning of the interactive platform on environmental damage (in coordination with other projects/donors); -development and implementation of communications campaigns to raise awareness amongst the public on environmental damage in general, including on its gendered impacts; -facilitating gender-responsive assessments of the environmental damage; -providing and assist in purchasing certified mobile stations/laboratories for measuring environmental data for the State Environmental Inspectorate. The UNDP Energy and Environment Portfolio is seeking for a National UN Volunteer Specialist to support the Environmental Damage Assessment project in their activities.
Task description
The overall goal of this assignment is to draft the concept for gender-responsive environmental damage assessment caused by the war, based on the overview of international guidelines and experience in the area, preliminary analysis of available data sources that can be used in the assessment and the consultations with stakeholders on the overall structure of the assessment and methodological approaches. The Gender Consultant will be responsible for the gender activities under the project "Mitigating the risks of long-term environmental disasters in Ukraine through the establishment of a Coordination Centre on Environmental Damage Assessment". Under the supervision by the Project Manager, the Gender Consultant will be responsible for the following tasks: -Support the overview of international experience on available guidelines and approaches for gender-responsive environmental damage assessment, including the role of men and women in managing natural resources in time of crisis, war-related environmental changes, environmental disasters, etc.; -Ensure establishment and activities of the gender working group (sub-group) on environmental damage assessment within the Coordination Center on the Environmental Damage Assessment; -Prepare preliminarily screening of the available national data sources for gender-based environmental assessment (including legislation and regulatory framework, statistical data, studies, etc.)
