We are launching an Enterprise and Nutrition project in Nayagarh, Kandhamal and Gajapati districts of Odisha. For this project, we need MEAL Officer.
Position: MEAL (MONITORING EVALUATION AND LEARNING) OFFICER -2.
Stationed at: Bhubaneswar and Gajapati.
The primary role of the MEAL Officer is to work directly with field team to ensure implementation of high-quality MEAL in the field. S/he will be required to support the development data collection tools, collect data using qualitative and quantitative methods, data entry and participatory analysis. S/he will plan and execute the project monitoring activities based on various agreed indicators as well as follow up the process component of the project to ensure equity, transparency, gender sensitivity and accountability in every stage of project implementation.
SPECIFIC RESPONSIBILITY:
⢠To support in setting up a sound and effective MEAL system and its implementation.
⢠To manage and update the MIS system in regular basis and submitting progress report to Donors on time.
⢠To coordinate various studies and assessments as mandatory requirements of the project.
⢠Assist the project team in preparation if detailed implementation plan of the project and setting up timelines to achieve the goals in time with optimum quality.
⢠Assisting project team in designing of effective data collection tools for routine monitoring, project databases and reporting formats for the project.
⢠To review the community level documents like book of records and suggest for the improvement.
⢠To develop, install and manage the community feedback system.
⢠Assist project coordinator and finance officer in preparation of cash forecasts.
⢠Support the use of information and communication technologies (ICT) for project MEAL, as required.
⢠Ensure timely trend analysis of monitoring data to support project reporting and decision making.
⢠To assist the project team Leader in preparing various documents as project requirement.
⢠Assist with project baseline studies, mid-term and final evaluations, as required.
⢠To document and disseminate the various project learnings in terms of case studies and work upon for further improvement.
⢠To support project team in preparation of IEC material in local language.
⢠Conduct regular project monitoring visits.
⢠Use qualitative and quantitative methods to collect data in the field and accompany field staff doing this.
Capacity building of staff and project participants:
⢠Ensure appropriate, high-quality orientation and training of field staff on project MEAL system and tools, as required.
⢠Support team in providing data specific information/details for workshops, meetings, review meetings and conferences.
⢠Participate and facilitate field-level project review meetings to support and validate the data collected and suggest for improvement.
⢠Develop strong relationship with local administration and beneficiary communities.
QUALIFICATIONS & EXPERIENCE:
⢠A bachelorâs degree in social science/ statistics, MSW, Master in Rural Development, MBA with Rural management with 3-4 years of overall experience out of which minimum 2 years of experience in monitoring rural development projects is desirable.
PERSONAL/ PROFESSIONAL SKILL:
⢠Use of participatory tools and techniques in project planning, implementation and monitoring.
⢠Good understanding of statistics.
⢠Ability to use MS- Office and internet.
⢠Strong analytical skill.
⢠Strong data analysis skill using MS- Excel.
⢠Strong sensitivity to local cultures
⢠Willingness to stay near to project area
⢠Excellent oral and written communication skills
Reporting to: Project Coordinator
Travel Requirement: 60% of the total time.
Remuneration/Salary: Rs. 34000/- pm
Note: The salary is negotiable for candidates with exceptional qualifications and experience.
