Project Overview
Under the GAVI Health System Strengthening Phase 2 Grant for India, JSIPL has been awarded a project called Rapid Immunization Skill Enhancement (RISE). The objective of RISE is to develop a constructive, interactive, continuous and an adaptable knowledge building system for program managers, medical officers, health workers and mobilisers regarding the guidelines and updates in the Universal Immunization Program. The RISE package had been developed with a capacity-building framework in mind to cater to the frontline health workers and supervisors. RISE has been implemented by JSIPL as a pilot in 5 states for training of frontline immunization workers and has been accepted very well by the trainees and the health system overall. Buoyed with the encouraging outcome of this complementary capacity building mechanism, Govt of India is planning to scale it up across the country in a phased manner. Over the last 2 years, RISE has been scaled up in more than 100 districts over 6 states and 35000 health works in these districts are using RISE currently. We have obtained further long term (2023-26) funding support from Gavi towards phased pan India scale up of RISE under the stewardship of MoHFW, Govt of India.
Job Summary
The Senior Program Manager (SPM) is a full-time position based at JSI Headquarters in Delhi, responsible for the overall programmatic and technical management of the RISE project under the guidance of the Project Director – RISE.
Responsibilities
The Senior Program Manager (SPM) will be responsible for managing the implementation of all programmatic activities under the RISE Project. They will backstop the state-level project teams (State Training Officers and State Training Coordinators) and provide oversight to project activities and project reporting. Under the supervision of Immunization Technical Director, the SPM will perform the following duties and responsibilities:
- Coordinate with the Ministry of Health & Family Welfare and immunisation partner organisations at national level on a day-to-day basis and ensure the project is implemented as per the project objectives and workplan.
- Provide technical leadership and managerial support to the state level RISE teams on regular basis to ensure the implementation of the program as per the project deliverables.
- Prepare annual workplans, budgets and track deliverables of the project.
- Review project expenses regularly and inform the Project Director of variances and strategies to address the observations.
- Ensure timely submission of all reports to Ministry of Health & Family Welfare.
- Review and provide technical inputs on status updates for the Ministry and Donor.
- Monitor the RISE project budget, and ensure that the project is operating within budget limitations.
- Ensure project operations are in compliance with JSI policies and procedures.
- Work closely with the Training Expert to compile technical inputs for developing the content of the RISE package and work with the external agency for finalisation of the same.
- Ensure close coordination and collaboration between the IT Expert, Training Expert and the contracting agencies who will be hired for development of the RISE package.
- Develop and implement the dissemination plan for RISE package.
- Support and guide the MLE Manager in compilation, collation and analysis of data with special focus on the indicators listed in the GAVI HSS proposal.
- Maintain regular communication and co-ordination with JSI headquarter technical and management teams.
- Officiate the duties of a Project Director as and when as required.
Qualifications and Skills
JSIPL seeks a results-oriented individual with the ability to guide and lead teams in producing high quality deliverables, manage multiple concurrent tasks, and meet tight deadlines with attention to detail. The successful candidate is required to be:
- A medical graduate with post-graduation qualification in Public Health/Community Medicine/PSM (M.D or MPH).
- 10-12 years of progressive work experience in the field of Public Health with at least 5 years of work experience in immunization field at National/State level.
- Experience in collaborating with multiple stakeholders and partners. Preference will be given to candidate who have prior experience in working with the Immunisation Division of Ministry of Health & Family Welfare, Government of India.
- Candidate with strong knowledge of Universal Immunisation Program (UIP) and Immunisation training of health workers will be given preference.
- Strong project management experience.
- Previous experience in a supervisory role.
- Proficiency in spoken and written English and Hindi.
- Proficient in advanced computer skills including MS Office.
- Willingness and ability to travel within India
