IT Project Manager with Business Analyst Expertise

The Digital Transformation Department (DTD), based in Geneva and in Budapest, coordinates and provides all information and digital technology services for the IFRC worldwide.
The Digital Transformation Department is looking for an IT Project Manager (IT PM) having business analysis expertise to support multiple projects in order to expand its capacity.
The types of projects to be supported will depend on the IT Project Manager competencies.

Job Duties and Responsibilities
IT PROJECT MANAGER EXPERTISE
- Plan and manage one or several IT projects within the IFRC secretariat.
- Follow standard project management processes, ensure that the development reflects carefully analysed business requirements. Advise client business units on the impact of their requirements and provide alternatives where necessary.
- Conduct feasibility studies when required to assess project viability. Assess commercial or other existing applications as alternatives to new development and conduct gap analyses. Ensure all such requests are included in the IT projects portfolio.
- Ensure that project is delivered on budget and on time. Ensure that IT architectural concerns, operational requirements and lifecycle requirements of all major projects are identified and addressed.
- Identify risks, develop and implement contingency plans to address risks and anticipated future requirements.
- Track and communicate project status on a regular basis.
- Effectively communicate to senior management (in written format and in meetings).
- Ensure that the development reflects the business or end user requirements as agreed in the project plan. Advise internal clients from various departments on the impact of their requirements and provide alternative solutions when necessary.
- Develop user documentation and training to ensure that IT projects are accessible to the end users. Promote on-line training for end-users worldwide.
- Ensure timely handover of the project within the agreed timetable and budget involving all relevant stakeholders in the process (both Geneva and Budapest based units and five regional offices).

BUSINESS ANALYST EXPERTISE
- Understand what the business does and how it does it. All types of business can be required (HR, Finance, Humanitarian operations, Health, Shelter, Dynamics 365 related or not….).
- Collect the business requirements, business processes and information / data used.
- Identify problems within a business, including through using business process and data modelling techniques.
- Define the functional specifications.
- Formulate ways for businesses to improve, based on previous research.
- Support the design and the build of the solution responding to the business requirements.
- Run workshops and training sessions.
- Contribute to team effort by accomplishing related results as needed.
- Create informative, actionable and repeatable reporting that highlights relevant business trends and opportunities for improvement.
- Conduct insightful, ad hoc analyses to investigate ongoing or one-time operational issues.
- Define the functional testing approach and ensure proper testing process is followed.
- Define the test plan and ensure completeness of the test coverage.
- Document the test cases based on the functional requirements and specifications.
- Execute or assist the users in executing the test cases.
- Document the test outcomes.
- And, adhere to staff regulation and the Code of Conduit of the IFRC.
- University degree (or equivalent) in Engineering, computer sciences or similar discipline.
- Certification in Project Management (PMP, PRINCE2, HERMES, …)
- Minimum 5 years of related experience in Project Management.
- Experience with complex projects and full software development lifecycle.
Knowledge, Skills and Languages
- Excellent verbal and oral communication skills. Excellent documentation skills.
- Significant experience with processes related to IT support, operations, and software development.
- Strong analytical skills, ability to abstract and represent graphically.
- Ability to work effectively with technicians in different roles and work as part of a team.
- Fluently spoken and written English.
- Knowledge of IT systems including Microsoft technologies.
- Good command of another IFRC official language (French, Spanish or Arabic). Hungarian is an added-value.
Competencies, Values and Comments
The mission should start as soon as possible and is expected to last for 6 months with an occupation rate of 100%. This is based on the current budget allocated.
As for information and subject to the plan approval and the budget allocation, the IT Project Manager may continue later.
The work location is IFRC Budapest office with some eventual short missions in Geneva. Working from home part-time is acceptable.
