Background:

This position is open for nationals/permanent residents of Kazakhstan only.

The OSCE Programme Office in Astana (hereinafter referred to as the Office) is entrusted with a mandate to assist the Republic of Kazakhstan in implementing OSCE principles and commitments in three dimensions: politico-military, economic and environmental, and human. The Office has long supported Kazakhstan's efforts in the area of the rule of law, including ongoing judicial reform.

In December 2021, the Office, together with the Supreme Court of the Republic of Kazakhstan, launched the ExB Project on Improving the Effectiveness of the Justice System in Kazakhstan (Project). The Project includes several components and will run for 4 years (2022-2025). The Project aims to promote the judicial reform process in Kazakhstan in line with the principles of accountability and transparency, with a particular focus on modernising the court administration based on a quality system, improving the system of evaluation of judges' professional performance, introducing modern content and methodologies for training judges and introducing an evidence-based decision-making system in the area of judicial reform.

In 2024-2025, the Office plans to support the host country through capacity building of the judiciary and advisory support to ongoing judicial reform in the following areas:

  • Rule of law (judiciary independence, jury trials, access to justice, fair trial, judicial education, court administration, etc.);
  • Human resources management and professional development of personnel;
  • Gender (gender mainstreaming, gender equality, women’s rights and combatting gender-based violence);
  • Communications (crisis communications, openness, content development, leadership skills, public relations, etc.);
  • Organizational sustainability (project management, project proposal writing, fundraising, financial management);
  • Change management and strategic planning in state sector;
  • Business process management and formalization (preferably with utility of ICT)

To accomplish these tasks, the Office plans to conduct a competitive selection of consultants to provide consultant support and advice when required. 

Objective of Assignment: 

The Office requires the services of consultants on an ad hoc basis to enhance the capacities of state agencies and civil society organizations in the above outlined areas.The purpose of the roster is to provide the Office with a list of qualified national consultants, based on the needs the Project for 2024-2025. This allows the Office to engage expertise through an SSA in compliance with OSCE procurement regulations. 

Duration of Assignment:

Successful applicants will be placed on the Office’s consultancy Roster and may be hired for specific tasks upon completion of the selection process.

Tasks and Responsibilities: 

Within the activities of the Office, and under the supervision of the Senior Human Dimension Officer and the National Legal Officer of the OSCE Programme Office in Astana, the incumbent shall:

  • Provide consultant services in raising the capacity of state bodies in the listed fields, as requested;
  • Provide and prepare respective expert commentaries, reviews and/or awareness raising content for designated event;
  • Develop training/workshop materials on concerned topics tailored to the needs of selected state bodies and civil society organizations;
  • Deliver presentations based on the produced materials;
  • Provide other consultancy support and advice, as requested.

Necessary Qualifications:

  • University degree in laws, human rights, political science, international relations, communications, journalism, social science, economics, finance, IT, engineering or related field;
  • Minimum 5 years of progressive experience in concerned field;
  • Proven expertise in developing awareness raising content or expert commentaries on the listed areas;
  • Proven communication skills in sensitive and complex processes with a view to the respective addressee, while maintaining consistent messages;
  • Ability to research and analyze complex matters related to the listed areas, as well as to present such matters in an audience-appropriate and user-friendly manner;
  • Excellent facilitation, presentation and teaching skills, and confident use of online platforms, e.g. Zoom, Webex, or similar;
  • Flexibility, ability to work under minimum supervision and deliver against deadlines; 
  • Superior command of Russian. Knowledge of Kazakh and English would be a great asset.
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates. Payment will be transferred in local currency (tenge) to the bank account of the consultant.
