Duties and Responsibilities

Organizational Setting, Purpose, and Objective: The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The West Asia Office delivers advisory services and capacity building support to countries to achieve environment and sustainable development objectives. This consultancy is established at the West Asia Office within the framework of the Strategic Cooperation Agreement between UNEP and the Kingdom of Saudi Arabia. The expert will report to the Project Manager at UNEP West Asia Office. Under the direct supervision of the Project Manager in UNEP West Asia Office and in coordination with the National Centre for Environmental Compliance (NCEC) and the respective department in the Ministry of Environment, Water and Agriculture (MEWA) of the Kingdom of Saudi Arabia, the Consultant will carry-out, inter alia, the following duties & responsibilities: 1. Expertise in Public Private Partnership (PPP) project structuring and implementation: Offer specialized technical advice on the structuring and implementation of PPP projects, alongside guidance on managing the technical dimensions of the PPP portfolio. 2. Technical advocacy for stakeholder collaboration: Contribute technical insights to foster collaboration and engagement with both public and private stakeholders, emphasizing the advantages of PPPs. 3. Review and update of PSP Plan: Critically assess the current NCEC Private Sector Participation (PSP) plan, providing expert inputs for its refinement and modernization. 4. Strategic project structuring advice: Deliver technical counsel on project structuring, focusing on efficient risk allocation and the formulation of Key Performance Indicators (KPIs). 5. Guidance on PPP business case deliverables: Offer technical recommendations regarding the deliverables and outcomes of PPP business cases formulated by the NCEC. 6. Evaluation of private sector PPP proposals: Contribute technical expertise in the appraisal of proposals submitted by the private sector for PPP projects. 7. PPP training and capacity building: Lead inception training for NCEC staff involved in PPP contracting and monitoring, including specialized training on evaluating service providers and contractors.

Qualifications/special skills

An advanced university degree (master’s degree, or equivalent) in environment management, business administration, economics, or related fields is required. PHD is an asset. A minimum of 10 years of experience in Public Private Partnership projects especially in environment field is required. Proven experience in environmental Public Private Partnership project development and management is desirable. Familiarity with financial modelling, contract negotiations, and project management is an asset. Strong interpersonal skills with the ability to liaise with various stakeholders is an asset. Practical experience in training and capacity building is an asset.

Languages

Fluency in written and spoken English and Arabic is required. Knowledge of another official United Nations language is desirable.
