Background:
The Support Programme for Ukraine (SPU) has been established in order to continue to support the Ukrainian Government’s reform efforts, provide a platform for continued Ukrainian efforts in implementing OSCE commitments. It will be implemented through Extra-Budgetary project activities. The SPU was formally announced following a meeting held in Kyiv on 2 August 2022 of the Ukrainian Minister for Foreign Affairs, the OSCE Chair-in-Office and the OSCE Secretary General.
This post is financed from the Extra Budgetary SPU project under the OSCE Conflict Prevention Centre (CPC) at the Secretariat (SEC). The SPU is planned to run until July 2025. This post is subject to receipt of funds. A possible extension is subject to the availability of funds.

Tasks and Responsibilities:
The incumbent works under the direct supervision of the Security Officer and ensures the security standards within the ExB Support Programme to Ukraine are adhered to.
1. The incumbent liaises and maintains permanent contacts with relevant local police authorities and security providers on security-related matters in order to provide timely information, assistance and support if and whenever required in emergency situations as well as to assist the SPU in running its regular operations or to solve potential security related issues;
2. He/she monitors the local information space and prevailing conditions to gather updated
security related information in order to assist both the Senior Security Officer and the Security Officer in collecting, updating and disseminating information regarding the security situation in the country in order to keep constantly abreast of security developments and be able to warn and react to potential threats;
3. Within his/her regular tasks, the incumbent responds to possible security incidents in the area of the Duty Station in order to assist the SPU Security Unit as well as SPU involved staff
members in effectively handling and resolving security related issues on the spot and will further follow up with local authorities (when/if applicable) until the issues are closed to ensure adequate security assistance as well as reporting;
4. The incumbent assists in ensuring the safety, fire safety and security preparedness of the OSCE SPU offices, venues and locations by conducting security surveys, recommending to put in place appropriate arrangements to secure them and ensuring good state for all security equipment. Similarly, the incumbent ensures that physical security measures are in place to adequately protect and screen staff and visitors to the Organization’s facilities and he/she advises on installation and functioning of all security- and safety-related equipment;
The incumbent maintains, upkeeps and runs the Security Warden System in place, ensuring the correct data is there; he/she conducts regular and daily headcounts and special headcounts after an incident or if/whenever decided to ensure the safety and security of the staff members.
In addition, he/she ensures the transfer of relevant information, i.e. this is sent out if/when required or tasked. He/she briefs and instructs wardens as well as staff members on the warden system, related personal responsibilities and requirements, and may equally be tasked with assisting in and conducting regular appropriate exercises (such as fire and evacuation drills, and communication tests) to ensures staff preparedness for potential emergencies;
5. The incumbent conducts and/or provides support in organizing and conducting security briefings for SPU staff members and visitors, as required;
6. Supervises two Security Guards, and may be assigned with other tasks if/when applicable and as appropriate to the post.

Necessary Qualifications:
• Completed secondary education as well as specialized training in security management and administration, supplemented by formal studies in military, security studies, or other related fields are required.
• A minimum of six years of working experience in security management, military, or security guard forces is required; managerial experience would be an asset.
• Practical knowledge in operating and managing CCTV systems and fire prevention systems as well as firefighting is desirable;
• Specialized Security Training (e.g., SRA training, etc.) as well as advanced first-aid knowledge is desirable;
• Excellent written and oral communication skills in English and Ukrainian;
• Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
• Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
• Computer literate with practical experience using Microsoft applications.
Remuneration Package:
Monthly remuneration, subject to social security deduction, is USD 1,953 as per the relevant OSCE salary scale; the salary payment is effected in EUR. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. The Organization contributes an additional amount equivalent to 15% of the employee's salary to this pension-style fund while the employee contributes 7.5%.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 63 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
