Organizational Setting

The Division of Budget and Finance manages the financial resources essential for full implementation of the IAEA's scientific and technical programmes. The Division provides financial services and solutions for programme budgeting, treasury, payments, payroll, financial accounting and reporting to support the IAEA's mandate.The Finance and Accounting Section maintains and monitors all accounts for the IAEA, monitors and reports on the receipts of assessed and voluntary contributions, and prepares the IAEA's financial statements and other reports to the governing bodies and Member States and supports the control environment related to financial reporting.

Main Purpose

Reporting to the Unit Head, General Accounting Unit, the Accounting Analyst supports the accounting and financial reporting processes of the Unit. She/he primarily supports the analysis and recording of financial transactions related to the Agency’s short and long-term assets. She/he plays an active role in documenting and analysing the business and financial reporting processes supporting these areas. She/he also supports the Unit by assisting in financial statement preparation through drafting financial disclosures and reviewing the underlying data supporting these disclosures for completeness, accuracy and consistency. She/he is also responsible for timely review of different types of expenditure accounts to ensure proper recording and classification as well as timely preparation of all relevant reconciliations, respective internal controls and dashboards. The Accounting Analyst assists in the support of the external audit in the assigned areas of responsibility.The Accounting Analyst also supports the rest of the Unit through basic ad-hoc analysis and review of financial policies and procedures.

Role

The Accounting Analyst is a) a technical analyst, working with others within the Unit to ensure compliance with established policies and procedures in line with IPSAS; b) a team member, working together with other members of the Unit and outside MTBF to ensure accurate and timely processing and recording of financial transactions and preparation of the Agency Financial Statements.

Functions / Key Results Expected

• Maintain and update key financial reports within Oracle Financial Statement Generator (FSG) through analysing gaps or required changes in current reporting and modifying or creating FSGs as required.
• Perform account analysis and reconciliation of general ledger (GL) accounts, as may be assigned by the Unit Head (e.g. expenditure accounts, cash, other current or non-current assets, etc.) ensuring accuracy and integrity of accounting records in line with applicable Regulations and Policies.
• Review and analyse data to develop accounting entries, including recording and reconciling the GL accounts in the financial systems.
• Support the preparation of the IAEAs annual financial statements including note disclosures and compiling financial information.
• Assist in the preparation of the interim financial reporting packages by conducting financial analysis.
• Prepare schedules in support of the external audit.
• Prepare initial draft reports and presentations on key issues and assist in the preparation of presentations to Agency staff.
• Perform additional accounting and reconciliation analyses to support projects of the Unit.

Qualifications, Experience and Language skills

  • University degree in Finance, Accounting, Business Administration or related field.
  • Chartered Accountant, Certified Public Accountant, ACCA, etc. certification or in process.
  • Some work experience in accounting, including the preparation of financial statements and bank reconciliations.
  • Openness and flexibility\: Ability to identify areas for improvement and to generate new ideas to enhance efficiency and effectiveness.
  • Communication skills\: Ability to express ideas succinctly, both verbally and in writing. Ability to draft various documents such as reports, position papers and presentations on key issues.
  • Excellent computer skills in MS Office applications, especially Excel.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $39401 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 22813, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks' annual leave, home leave travel, pension plan and health insurance.
