What we do
The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.
Purpose
Staff Health Administration Officer carries HR transactions and administrative work. She/he handles transactions related to administration. Maintaining consistency and following rules and regulations. This role is supporting Staff Health Officers with Administrative work (scanning medical documents, preparing coversheets, maintaining respective DB, etc.).
Accountabilities & Functional responsibilities
- Complies strictly with Finance and Administration (F&A) Manual and/or other relevant institutional guidelines related to medical reimbursement.
- Demonstrates good knowledge of the administrative procedures related to the health coverage, accident and occupational disease coverage.
- Receives and checks all the individual bills from employees for reimbursement, translates them into English if needed, prepares all the respective files (cover sheets, message to FIN, etc.).
- Scans medical bills and supportive documents submitted by staff.
- Acts as the contact person for all employees with delegation contracts regarding medical problems and accidents; explains the arrangements regarding health insurance for employees with resident contracts.
- Maintains the “Delegation employees-medical fees-detailed overview” spreadsheet, shares its non-confidential part with the relevant internal interlocutors (Finances, HR).
- Receives staff inquiries and sends timely responses to inquiries about the received reimbursements (e.g. breakdown of the amount received).
- Responsible for administration related to staff health insurance.

Scope & Impact
- In MSSC, provides administrative services to 3,700 staff under Geneva contract.
- In the field, operates in a medium complex environment with 200 to 500 employees.
Relationships
- Internally, in the Manila Shared Services Centre, interacts with staff who encounter administrative issues and fellow members of the HR administration team. In the field, interacts with HR Officers and HR Assistants in the Delegation and sub-sites.
- No external relationships.
Certifications / Education required
- Good command of English, excellent knowledge of Dari and Pashtu.
- Computer skills, including Microsoft Office suite (Word, Excel) and File Explorer.
- Medical or pharmaceutical qualification (college or university) would be an asset, even if not finished.
- Good knowledge of local health care facilities would be an asset.
- Good knowledge of local and international treatment protocols would be an assert.
Professional Experience required
- Two years’ experience in a shared services environment.
- Working experience in an insurance company would be an assert.
- Proven experience in HR administration, mainly in tasks related to their function.
- Knowledge of and experience in HR services, including workflows, processes and key performance indicators.
