Overview

USAID’s Momentum Country and Global Leadership (MCGL) award is a USAID funded global award, that works in tandem with country governments and local nongovernmental organizations to provide targeted technical and capacity development assistance and contribute to the global technical leadership and policy dialogue on improving measurable outcomes for maternal, reproductive, newborn and child health, and voluntary family planning. MCGL is seeking a Deputy Project Director to support technical depth, vision, guidance, and expertise in quality case management for an upcoming USAID program in East Jerusalem, the East Jerusalem Hospital Network (EJHN).  EJHN comprises six non-profit, charitable hospitals that have a long history of providing services to patients from East Jerusalem, the West Bank and Gaza hospitals in East Jerusalem. The EJHN program will support hospitals within the network to diversify income streams and improve quality of services for patients from the West Bank, Gaza and East Jerusalem. This position reports to the Project Director.

Responsibilities

  • Undertakes the implementation Plan as per approved standards of performance, dimensions of operations, fiscal appropriation, approved quality framework, and comprehensive support needed, to ensure the smooth and proper execution of the plan to its fulfillment.
  • Co-Leads the design and implementation of proactive interventions to sustain dimensions of operations.
  • Support the PD by developing tools of monitoring overseeing implementation to clearly present scheduled milestones, deliverables, interventions, compliance to achieve project objectives.
  • Participate in government consultation and permissions process through closely working with relevant ministries and agencies,
  • In coordination with the PD, lead development of annual work plans and budgets in close collaboration with the Project team and relevant counterparts.
  • Coordinate with the Project team and relevant counterparts to foster a smooth implementation of work plan activities, including facilitating technical and programmatic preparation and stakeholder consultations.
  • Maintains the continuous channeling of information amongst all lead positions and communicates in line with targets to ensure synchronous approach and sustained enablement.
  • Supports staff suggestions, perspectives, feedback, and opinions to build an ongoing continuously improving operation in efficiency, effectiveness, and overall satisfaction.
  • Work in close collaboration with Project team, to prepare and submit deliverables and complete reporting requirements on schedule to USAID.
  • Work on USAID required reports with Finance and M&E to compile and submit to PD.
  • Support the PD to ensure that staff members adhere to the work plan to ensure that all targets and deliverables are met in accordance with the scope of work, and within budget.
  • When required by the PD serve as an alternate point of contact and representative of the project with USAID, other donors, implementing partners and stakeholders.
  • Support the PD in set up and implementation of project operational and financial systems to ensure compliance with USAID policies and procedures.
  • Contribute to program reporting and related documentation needs for assigned technical areas.
  • Facilitate initial assessment, analysis, and action plan for improvement of service delivery.
  • Other duties as assigned.

Required Qualifications

  • At least Master’s degree in management, Health management or relevant fields;
  • At least 10 years of post-graduate full-time practical experience and proven track record in leading and managing large projects/ programs and leading teams in public-funded projects).
  • Knowledge of Project/Program Planning and Management.
  • Experience working and negotiating with public – private sectors, Government bodies, donors, and partners at all levels.
  • Previous management experience on USAID projects, preferably as DPD.
