The IRC started operations in Chad in 2004 to respond to the humanitarian crisis caused by the influx of refugees from Darfur to eastern Chad, with intervention in the Ouré Cassoni refugee camp. Assistance to Sudanese refugees has now expanded to the management of the ten camps in the East and one camp in the West with assistance to refugees and local communities in health, nutrition and water, hygiene and sanitation. In 2012, to respond to drought and food insecurity, IRC expanded its geographic coverage in the Guéra region. IRC is currently working in three health districts Mongo, Mangalmé and Melfi and is providing prevention and treatment of malnutrition to the local population. In May 2016, IRC opened an office in the Lac region to respond to the Boko Haram crisis. IRC implements assistance projects in health, nutrition as well as protection and response to gender-based violence
Job Overview:
IRC implements a project to strengthen the protective environment and resilience of livelihoods for vulnerable populations affected by conflict and the impact of climate change in the Lake Chad Basin. The project is implemented by a consortium composed of IRC Chad, IRC Niger, NGO Karkara, and SOS Sahel International Chad (SOSSIT) in the regions of Diffa (Niger) and Lake Province (Chad).
The ideal candidate coordinates the management of the grant and partnership of this project in accordance with donor and IRC procedures. The candidate has excellent coordination and interpersonal skills, the ability to innovate and solve problems effectively, and a good ability to work with multiple stakeholders. The candidate collaborates with the project team in Chad and Niger and consortium members in the opening, implementation, and closure phases of projects in partnership funded by the Sahel Regional Fund (SRF). The candidate contributes to achieving IRC Chad and Niger's strategic partnership objectives.
The The Senior Grants & Partnership Manager is directly supervised by the SRF Project Director and collaborates with the Grants and Partnership units in performing several tasks.
Key Responsibilities:
•Ensure compliance and effective monitoring of the grant and current contract mainly
•Coordinate the overall grant management and reporting process of the Sahel Regional Fund (SRF) project implemented by IRC in Chad and Niger through effective internal and external communication channels.
•Manage the contractual processes initiated or to be launched budget realignments, modification requests, revisions and amendments to the contract.
•Proactively raise potential compliance issues with coordination teams and keep the Grant and Partnership units informed of any anticipated inability to meet contractual obligations.
•Maintain a broad and in-depth understanding of donor policies, regulations, and procedures and develop this knowledge among program and operations members.
•Assist in the preparation of external monitoring visits, reviews and audits, and inter-country evaluations and participate as required.
•Draft partnership agreements, amendments (if applicable) and any contractual documents and ensure their review by the Grants and Partnership units.
•Follow the drafting of donor and partner reports and improve their quality until their validation and submission by the Project Consortia Coordinator, in compliance with the deadlines set.
•Support the Project Consortia Coordinator as well as the entire coordination team (Finance, Operations, Program) in the management of communications and in meetings with national and international partners.
•Facilitate the involvement of partners in partnership project meetings and ensure effective follow-up of the partnership.
•Collaborate with the Partnership Unit to facilitate all aspects related to the partnership project cycle, promotion and implementation of IRC's PEERS system (team awareness, verification process, contract signing, monitoring and implementation and project close-out) in close collaboration with the Programs, Finance and Operations departments.
•Support the Project Coordinator in the follow-up of the contractual aspects of partnerships and ensure that the specific requirements of the project are transcribed and followed in the partnership agreements.
•Ensure the electronic and hard archiving of all project documentation on the server and on OTIS and in accordance with the Grant and Partnership unit tree.
•Facilitate and promote the achievement of IRC Chad's strategic objectives in Niger in terms of Grants and Partnerships.
•Respond to ad hoc requests from national and local authorities, and IRC's partners in Chad and Niger.
•Collaborate with the Grants and Partnership Units in the performance of several tasks.

Qualifications:
Education:
•Bachelor’s or master’s degree in international relations, International Development, Humanitarian Project Management, Funded or in a related field;
Experiences:
•Minimum of two years of experience in a similar position in humanitarian or development organizations.
•Experience in managing external communications, with donors and partners.
•Familiarity with collaboration with national and international partners.
Skills:
•Good knowledge of the humanitarian project management cycle and the concept of logical framework.
•Good knowledge of the PEERs partnership management cycle; Good knowledge of the procedures and practices in force with the main European institutional donors
•Excellent writing skills in reports.
•Very good command of Word and Excel.
•Excellent organizational and task prioritization skills to meet many concurrent deadlines.
•Proactivity, dynamism, and autonomy in the performance of tasks.

IRC a commencé ses opérations au Tchad en 2004 pour répondre à la crise humanitaire causée par l’afflux de réfugiés du Darfour à l’est du Tchad. Aperçu du poste :

Le/la candidat(e) idéal(e) assurera la coordination de la gestion de la subvention et de partenariat de ce projet conformément aux procédures bailleurs et de celles de IRC. Le Senior Grants & Partnership Manager est directement supervisé(e) par le/la Directeur/Trice Adjointe/e du Project, et il/elle collabore avec les unités Grants et Partnership dans la réalisation d’un certain nombre de tâches.
Principales responsabilités :
•Assurer la conformité et le suivi efficace de la subvention et contrat en cours principalement
•Coordonner le processus global de gestion de la subvention et de rapportage du projet Sahel Regional Fund (SRF) implémenté par IRC au Tchad et au Niger par le biais de canaux efficaces de communication interne et externe ;
•Gérer les processus contractuels entamés ou à lancer de réalignements budgétaires, de demandes de modifications, des révisions et des avenants au contrat ;
•Soulever de manière proactive les problèmes de conformité potentiels aux équipes de coordinations et tenir les unités de subvention et de Partenariat informées de toute incapacité prévue de respecter les obligations contractuelles ;
•Maintenir une compréhension large et approfondie des politiques, des réglementations et des procédures du bailleur et développer ces connaissances parmi les membres des programmes et des opérations ;
•Aider à la préparation des visites de suivi externes, des examens et des audits, et des évaluations interpays et participer si nécessaire ;
•Rédiger les accords de partenariats, les amendement (le cas échéant) et tout document contractuel et en assurer la révision par les unités Grants et Partnership ;
•Suivre la rédaction des rapports bailleurs et des partenaires et améliorer leur qualité jusqu’à leur validation et soumission par le/la Project Consortia Coordinator, dans le respect des échéances fixées ;
•Appuyer le/la Project Consortia Coordinator ainsi que l’ensemble de l’équipe de la coordination (Finances, Operations, Programme) dans la gestion des communications et dans les rencontres avec les partenaires nationaux et internationaux ;
•Faciliter l’implication des partenaires dans les réunions de projets en partenariat et assurer un suivi effectif du partenariat ;
•Collaborer avec l’unité Partenariat afin de faciliter tous les aspects liés au cycle de projet en partenariat, la promotion et la mise en œuvre du système PEERS d’IRC (sensibilisation de l’équipe processus de vérifications, signature du contrat, suivi et mise en œuvre et clôture du projet) en étroite collaboration avec les départements des programmes, des finances et des opérations.
•Appuyer le/la Consortia Project Coordinator dans le suivi des aspects contractuels de partenariats et s’assurer que les exigences spécifiques du projet sont retranscrites et suivies dans les accords de partenariats ;
•Assurer l’archivage électronique et en dur de toute la documentation relative au projet sur le serveur et sur OTIS et conformément à l’arborescence des unités Grant et Partnership ;
•Faciliter et promouvoir l’atteinte des objectifs stratégiques de IRC Tchad t au Niger en matière de Grants et Partnership ;
•Répondre aux requêtes ad hoc des autorités nationales, locales, et des partenaires d’IRC au Tchad et au Niger ;
•Collaborer avec les Unités Grants et Partnership dans la réalisation de plusieurs taches ;

Qualifications :
Education :
•Licence ou Master en relations internationales, développement international, gestion de projet humanitaire, Financé ou dans un domaine associé ;
Expériences :
•Minimum deux ans d'expérience à un poste similaire au sein d’organisations humanitaires ou de développement ;
•Expérience dans la gestion de communications externes, avec des bailleurs et des partenaires ;
•Familiarité avec la collaboration avec partenaires nationaux et internationaux ;
Compétences :
• Bonne connaissance du cycle de gestion de projet humanitaire et du concept de cadre logique ;
•Bonne connaissance du cycle de gestion de partenariat PEERs ; Bonne connaissance des procédures et usages en vigueur avec les principaux bailleurs institutionnels européens
