Overview of position

The position is located with the Regional Office for Asia and the Pacific of the Regional Program Division and based in Kabul, Afghanistan. The Regional Program Division is responsible for consolidating and enhancing the linkages between UN Habitat's activities in the field with the Strategic Plan, the 2030 Agenda, and the UN-Habitat’s overall future priorities and to make sure that they are appropriate to the country context.

UN-Habitat’s Regional Office for Asia and the Pacific manages UN-Habitat’s project portfolio in the Asia and Pacific region. It ensures that country priorities are in alignment with the UN-Habitat’s organizational policies and strategic objectives and brings through its Regional Representative to the attention of the Executive Management Committee (EMC) opportunities and challenges in the region, allowing for timely feedback and responses to urgent demands and requests from the Member States.

Role objectives

Responsibilities

·Initiate engagement with communities in project locations to identify and establish LICs for purposes of project activities under the ABADEI-STFA program.

·Establish and register LICs following the existing procedures developed by UN-Habitat.

·Arrange and facilitate sensitization and training sessions with LICs members to explain the approach and benefits of the ABADEI-STFA program, and to foster civic responsibility and ownership of LIC processes and projects.

·Conduct awareness sessions in local communities on the benefits of community-based mechanisms and communal solutions to local development challenges in consultation with LICs.

·Arrange and facilitate community workshops in consultation with LICs to encourage inclusion and participation through dialogue and discussions on local problems and their solutions.

·Support local communities in conducting a thorough assessment of their vulnerabilities and capabilities and resources available at their disposal.

·Facilitate community sessions and support local communities during the preparation of community action plan development, land and housing mapping participatory Hazard and Capacity Assessments (PHVCA) in targeted settlements.

·Support the LICs with technical information (e.g. spatial profiles, UVAs, etc.) to improve the quality of the solutions that they develop for their locality.

·Guide and support LICs to develop Community Action Planning, and to implement LIC projects initiated by other PNOUs in the target locations.

·Provide support to local surveyors in the ground and facilitate community meetings during the spatial planning development and data collections

·Carry out other tasks assigned by the Provincial Team Leader or National Program Coordinator.


Qualifications & Experience

·A High School certificate with 3 years of relevant work experience or bachelor’s degree with relevant work experience is preferred.

·At least 3 years’ experience of working with community organizations in implementing development projects at the local level is required.

·Proficiency in the use of computer packages and internet for project work and communication is required.

·Knowledge and experience of the concept, formulation and role of LICs and community-based Organizations s is highly desired.

Language

Clearly Written and spoken of Local Languages, English Language is preferable

The Community Mobilizer will report directly to the Provincial Team Leader under the overall supervision of the National Program Manager.
