Overview of position

While missing persons are a national issue affecting a cross-section of society, a clear legal framework to address this file is still lacking in Libya. There is no comprehensive law on missing persons in line with international standards and based on broad consultations with civil society groups and victims. National privacy laws or laws on access to information are also lacking in the absence of a permanent Constitution, while arbitrary arrest and detention remain rampant. The lack of a clear cooperation framework between relevant entities in charge of forensics and investigations on enforced disappearances further impedes families in their efforts to know the fate of their loved ones.

The “Addressing the issue of missing persons through supporting meaningful victim participation and building responsive justice and security sector institutions“ project(or simply “Missing Persons Project”) implemented by UNSMIL and UNDP, is funded by the Government of the Netherlands seeks to explore possible innovative approaches to reconciliation in Libya, including those related to mental health and psychosocial support (MHPSS), taking bottom-up processes as a starting point for contributing to truth-seeking about missing persons in Libya, and indirectly to transitional justice. 

UNSMIL and UNDP are seeking to recruit two mental health and psychosocial support (MHPSS) experts tocollaborate on set deliverables consisting of jointly

planning, facilitating, and delivering a series of three (03) trauma-informed, conflict-sensitive, and locally situated three training sessions that will seek to improve mental well-being and enable enhanced psychosocial support for government stakeholders that are directly involved with victims, families of missing persons, or working on human remains. 
developing an MHPSS manual for government stakeholders that are directly involved with victims, families of missing persons, or working on human remainstaking into account age and gender-specific approaches, and providing expertise on the implementation of a referral system and one-stop-shop between victims’ groups, families, civil society organizations, and mental health service providers.
Role objectives

Supervisions

The UNSMIL and UNDP team will directly supervise the Contractor. The Contractors will jointly develop the report and facilitate the workshop in coordination and collaboration with the Project Team. The Project Team will also receive the final reports and evaluate the Contractor's performance. 

Support by the Project Team

The Project Team will support the Contractor with transportation during their mission and accommodation and interpretation services during the workshops.

Methodology for the workshops

The workshops should combine theory and practice based on methods and principles used in adult education (andragogy).

Apart from the report, the Contractor is expected to continuously liaise with the Project Team, and update them on progress, or any complications during the process. 

Key competencies
• Cross-sectoral experience (e.g., across health, education, and peacebuilding) is an advantage
• Prior experience in designing mental health programs and policies is an advantage
• Experience working with multi-mandated agencies is an asset
