Organizational Context
Through the Pilot Programmatic Partnership (PPP) ‘Accelerating Local Action in Humanitarian and Health Crises’, IFRC, in close partnership with National Red Cross Societies in the EU (EU NSs) and through National Societies in the countries of humanitarian action (Host National Societies - HNSs), provides effective and adapted local response to communities in need, while increasing the reach, quality and impact of the unique network of local actors constituted by IFRC’s network of National Societies.
With support through DG ECHO PPP, IFRC and National Societies are undertaking activities which aim to support both communities and individuals at risk, and local actors, to take action through innovative and integrated strategies, to anticipate, prepare for, withstand, respond to and recover from humanitarian and health crisis. specific activity area of the project is to support Kyrgyzstan to commence their implementation of the climate action journey, a methodological approach that encourages National Societies to scale up their action and ambition from an initial climate-awareness pathway through to a climate-smart programming and operations pathway, to scaling up local led climate action and awareness. It also supports the advancement of ‘starter’/’foundational’ activities and enablers to scale up people-centered early warning and early action for weather- and climate-related hazards within the context of strengthened national and local disaster risk management systems. It can also support a more holistic approach across the EWS pillars, namely disaster risk knowledge, hazard dissemination and communication, and preparedness to respond to warnings. Supporting National Societies to undertake a national climate risk assessment and screening is relevant for pillar 1 on disaster risk management.
Job Purpose
International Federation of Red Cross and Red Crescent Societies is recruiting a qualified candidate for Climate Action Officer position who shall support the National Society to undertake the National Climate Risk Assessment, and Climate Screening process in Kyrgyzstan. The incumbent will be working with IFRC and seconded to the Red Crescent Society (NS) of Kyrgyzstan and will work in close cooperation and coordination with Red Cross Red Crescent Climate Centre, NS Working Group and IFRC.
(There will be one secondee to the Red Crescent Society of Tajikistan and one secondee to the Red Crescent Society of Kyrgyzstan).
Job Duties and Responsibilities
The key role of the incumbent will be as a broker and project manager, to provide support in country and to facilitate the National Society ownership in the process, assist with the foundational activities to set up a climate working group and garner institutional buy-in, and to support the engagement with external stakeholders in workshops and consultations. This will be done in close cooperation with Red Cross Red Crescent Climate Centre who have the key role as the Technical Support Entity within the process, including to supporting the technical review of documentation, assisting in the preparation of the national climate risk assessment and screening, support in validation workshops and provision of methodology and tools.
In collaboration with the NS Climate working group, Climate Centre and the IFRC, the Incumbent will support the following activities:
- Facilitate the development of a workplan jointly with NS Climate Working Group, with support of the IFRC and Climate Centre, outlining the Climate Action Journey process of and activities for supporting and conducting following key deliverables and timeline: (1) National Climate Risk Assessment; and (2) Climate-smart Screening of programmes and operations
- Support the National Society in undertaking internal and external stakeholder mapping.
- Facilitate and support the National Society in internal and external stakeholder engagement and consultations, including project management meetings, orientation meetings and validation workshops throughout the process.
- Supporting the collection of relevant documents from the National Society and
- Support the National Society in co-authoring and sign-off (with the Climate Centre as ghost writers) of the National Climate Risk assessment and climate-smart screening report, including the identification of improvements and action plan.
- Support the National Society in undertaking the quality checklist review of the National Climate Risk Assessment
- Undertaking cross-departmental dialogues and validation meetings for the assessment and screening reports with the National Society and Climate Working Group.
- Play a liaison role between the RCST and the Committee for Environmental Protection under the Government of the Republic of Tajikistan, and to facilitate RCST’s participation in the consultation process of the 3rd round of NDC (and NAP if applicable).”
Education
Required:
- University degree in environmental management, disaster risk management or climate change adaptation (or relevant area)
Preferred:
- Specialized training in DRR, Climate Adaptation and Project Management
Experience
Required:
- Minimum of 5 years’ experience working with a national institution or international organization, with an understanding on disaster management and climate change adaptation
- Experience in project management
- Experience in report and case study writing
- Experience in climate change risk assessment processes
- Experience working with a humanitarian or development organization on climate related projects (preferred)
