Functional Responsibilities

Reporting to the Country Manager of the Mekong Office (Cambodia and Lao PDR), the Project Management Support - Specialist (Infrastructure) is responsible for providing strategic guidance, partnership support, and technical oversight to the development of further such projects in the UNOPS Mekong portfolio.

Guided by the Country Manager, the Project Management Support - Specialist  (Infrastructure) provides guidance on local standards, regulatory framework and other requirements.

Main tasks:

  • Provide technical inputs and guidance to ensure all infrastructure proposals for new opportunities are technically robust, aligned with UNOPS requirements, meeting stakeholders expectations, and are sufficiently resourced in terms of time, budget, team, scope, and quality management.

  • Provide capacity building on the sustainable, resilient, and inclusive principles and approaches into all aspects of UNOPS infrastructure-related activities to government line ministries. 

  • Support the Country Manager and Business Development unit to discuss and negotiate with the strategic partners and technical working group to ensure that UNOPS role in infrastructure is relevant to the country’s priorities and needs. 

The Project Management Support - Specialist (Infrastructure) will be responsible for the following tasks:

1. Procedures

  • Support the Country Manager of the Mekong Office to oversee the overall planning and monitoring of activities, risk management, Health, Safety, Security and Environment (HSSE), construction contract management and the ongoing projects and projects in the pipelines under the Mekong Office portfolio. 

  • Provide the technical interface and coordination for the UNOPS Programme with all partners and stakeholders as required.

  • Provide presentations on technical engineering aspects and assessments, as required.

  • Provide technical evaluations and analysis to enable senior management and stakeholders to make informed decisions.

2. Delivery and Performance

  • Collaborate with the country leadership team to ensure efficient and effective team working arrangements and communication, highlighting any potential areas for improvement.

  • Provide surge capacity and temporarily take on the Project Manager role for infrastructure projects, should the PM and deputy be unavailable, including during project closure stages.

  • Advise the Country Manager on all infrastructure related matters and any deviations from project/programme plans.

  • Specific support to design management, including design review, in order to manage risks related to quality, cost, and time.

  • Specific support to procurement of infrastructure related activities, in order to manage risks related to quality, cost and time.

  • Monitor and evaluate performance of service providers.

3. Business Development and External Engagement

  • Identify, and report to the Country Manager and the Business Development Unit on potential business opportunities for UNOPS and, where appropriate and necessary, support the development of such opportunities.

  • Support the Country Manager and the Business Development Unit to provide technical advice during the strategic meeting with the government, funding partners and stakeholders. 

  • Represent UNOPS to attend the technical working groups of the government, development partners and UN to ensure UNOPS’s role is relevant for all infrastructure related matters. 

  • Provide support on the development of concept notes and proposals for all infrastructure projects under the Mekong Office. 

  • Provide technical support on the negotiation of the new infrastructure engagement to ensure the UN value, such as the sustainability, resilience, GESI, HSSE and so on are taken into account for the infrastructure project identified.

4. Knowledge Management and Initiatives:
  • Provide capacity building on the infrastructure related topics to the government officials and other interested groups. 

  • Be agile on initiating concept/project which aims for proposing UNOPS’s infrastructure role in the development infrastructure project in Cambodia, for instance on green infrastructure, resilient urban development and energy efficient infrastructure which eventually contribute to the Sustainable Development Goals.

Education/Experience/Language requirements

Education:
  • Advanced University Degree in Project Management, Civil Engineering, Construction Management or other relevant discipline is required.

  • A Bachelor’s degree with an additional 2 years of relevant work experience may be accepted in lieu of an Advanced University Degree.

  • Certification in Project Management (PRINCE2, PMI or equivalent) is an asset.

  • Must have certification in PRINCE2 or achieve certification within the first six months of appointment.


Experience:
  • A minimum of 5 years experience in leading infrastructure development projects in similar contexts is required. 

  • Experience working in emergency, post-crisis environments and/or with UN missions is a strong asset.

  • Strong experience in Infrastructure Project Management is required.

  • Strong experience in Project Management is required.

  • Proven experience in management of complex projects is required.

  • Proven experience in financial management is an asset.

  • Previous experience in the Mekong countries is an advantage.

  • Must have certification in PRINCE2 or achieve certification within the first six months of appointment.

  • Proven understanding of and support for sustainable, resilient and inclusive infrastructure is desirable.

  • Proven understanding of and support for gender mainstreaming in infrastructure is desirable as an asset.

  • Proficiency with computers in particular AutoCAD, and other related software related to the position's field of expertise is desirable.


Language Requirements:
  • Fluency in English is required.
