Background

OCHA is part of the United Nations. OCHA supports humanitarian organizations to respond effectively to the needs of people caught in crises, to understand and analyze their needs, and to mobilize international assistance. OCHA provides tools and services to help humanitarian organizations ensure that no one affected by a crisis is left behind. OCHA alerts and informs humanitarian organizations in times of crisis, including by collecting, analyzing and sharing data to help aid organizations understand and navigate the complex challenges they face when helping people. OCHA leads the development of policies that ensure the humanitarian system continues to evolve so that it better meets the needs of crisis-affected people. OCHA ensures humanitarian organizations have the funds and resources they need to respond during emergencies. OCHA raises awareness and understanding of people’s needs through our annual Global Humanitarian Overview and mobilizes funding and resources to ensure those needs are met. Last, but not least, OCHA campaigns for the rights of people affected by humanitarian crises, amplifying their voices and ensuring the humanitarian system is accountable to them. OCHA advocates at the highest levels for effective and principled humanitarian action by all, for all.

In Syria, OCHA is looking for an experienced national Humanitarian Affairs Officer (HAO) to be based in Lattakia with coverage of the Coastal Hub. Inter alia, the HAO will lead and/or support in the following areas of work: a) support to inter-agency and inter-sector work, including preparedness and response; b) develop humanitarian information networks and databases, as needed; and c) support to established (humanitarian) coordination mechanisms, as well as any other coordination fora, as needed, including with the Government. The national HAO will work together with partners in the Coastal Hub, in other sub-national hubs, as well as at the national level, as necessary. 

Position Purpose

The National HAO will support coordination of the implementation of humanitarian activities by working together with all relevant partners in the Coastal Hub. The National HAO will support the implementation and monitoring of all humanitarian activities and will be a key player in promoting a client-oriented approach by facilitating interactions with all operational UN agencies and other partners (e.g., non-governmental organizations, government offices) in the Coastal Hub.
 

Duties and Responsibilities/ Functions
 
Under the overall supervision of the Head of Sub-Office, Lattakia (Coastal Hub), the national HAO will perform the following tasks: 

Coordination 

  • Support the work of the existing humanitarian coordination structure, including the Coastal Hub Area/Humanitarian Coordination Team. 
  • Establish, and maintain, partnerships with all UN Agencies, Funds, and Programmes (UN AFPs) and Non-Governmental Organizations (NGOs) – be these international, national and/or local, as well as all government officials/offices, that operate in Lattakia, Tartous and Idleb (GoS) Governorates (Coastal Hub area of operations). 
  • Support to the coordination of the humanitarian response, as well as any emergency preparedness and response and/or contingency plans, as well as support to the coordination of delivery of humanitarian assistance by all partners.
  • Establish, consolidate and maintain (baseline) information and data, including related (but not limited) to humanitarian assistance and emergency preparedness.
  • Working closely with the sub-national Sector Leads and partners, facilitate the exchange of information and data on inter-agency and/or inter-sector and/or cross-cutting issues, as well as provide coordination and operational support as needed/necessary. 
  • Organization of, participation and/or assistance in, working groups, fora, consultations etc. with all UN AFPs, (I/N/L) NGOs, as well as Government on humanitarian and emergency relief-related matters.
  • Assistance in organizing needs assessment and/or any other missions as needed/necessary.

Reporting

  • Monitor, analyze and report on any (humanitarian) developments of relevance for the smooth running of operations in the Coastal Hub area of operations.
  • Draft regular situation analyses, or provide advice, on any emerging (humanitarian) situation, including highlighting any relevant factors that may affect the response efforts.
  • Prepare, or contribute to, the preparation of various written reports, minutes of meetings, background documents, and/or any other type of communications both at the sub-national and national level.
  • Establish the right monitoring and reporting mechanisms, including to provide information, data and/or advice to management and senior management both in the Coastal Hub and at Damascus level.

Needs Assessments and/or Field Missions 

  • Facilitate, and participate in, needs assessments missions, drafting of reports, including proposals of next steps, as well as lead and/or support on any other follow-up work as needed/necessary.
  • Provide support to all relevant field missions; participate in, and/or lead on, any (other) field mission as needed/necessary.
  • Perform any other duties as required.

Work implies frequent interaction with the following:

  • UN AFPs present and/or operational in the Coastal Hub area of operations
  • International, national and/or local NGOs present and/or operational in the Coastal Hub area of operations
  • Relevant government officials and departments in Lattakia, Tartous, and Idleb (GoS) Governorates (i.e., Coastal Hub area of operations)
  • UN OCHA Country Office 

Results Expected: The key expected result is to support, and contribute to, achieving a coordinated, coherent and timely humanitarian response that is tailored to the assessed needs of the affected people, including identifying gaps and (helping) addressing these in a coordinated, coherent and timely manner.

Required Skills and Experience

 Education:
  • Advanced University Degree (Master’s Degree) or equivalent in political science, social science, international studies, public administration, economics, or any other related field is required. Or,
  • First-level university degree in combination with an additional 2 years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Experience:
  • A minimum of two (2) years (master’s degree) or 4 years (First-level university degree) of progressively responsible in political science, social science, international studies, public administration, economics, or any other related field is required. 
  • At least two (2) years of relevant experience in the field of coordination of humanitarian or development work is required.
  • Experience in humanitarian coordination within the UN system is highly desirable
  • A minimum of five (5) years of relevant field experience in humanitarian coordination, and emergency preparedness and response (complex emergency- and/or natural disaster-settings) are highly desirable
  • Experience in building and maintaining effective partnerships in the humanitarian and/or development sector is an asset. Experience in conducting needs assessments and drafting reports are highly desirable.

Language:

  • Fluency in oral and written Arabic and English is required.
