Organizational Setting

The main aim of the FAO country office, which is headed by an FAO Representative, is to assist government to develop policies, programmes and projects to achieve food and nutrition security and to reduce malnutrition, to help develop the agriculture, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.


Reporting Lines

Under the overall supervision of the FAO Representative, the direct supervision of the Deputy FAO Representative, in close coordination with the FAO DPRK team and FAO China the Programme Support, will perform the tasks described below.


Technical Focus

The incumbent supports the programme development, implementation and monitoring.


Tasks and responsibilities

• Support the FAOR and the DFAOR in day-to-day functions of the office;
• Follow-up regular official correspondences and documentations, take necessary actions to ensure appropriate routing, reply, prioritize, analyze and bring to the attention of the FAOR and the DFAOR;
• Support on-going operations of the projects in DPRK including procurement and its steps to timely implement the procurement activities;
• Support the DFAOR in coordination with other team members of FADRK to prepare annual procurement plan, procurement documents, vendor performance evaluation, customs clearance, and other issues relevant to procurement activity;
• Support Periodic follow up of COIN, FPMIS and other corporate systems, update information, analyse data and bring matters to the attention of the FAOR/DFAOR, as necessary;
• Support in organizing periodic operations/PTF meetings, prepare and circulate meeting minutes;
• Support the national staff of FAO DPRK in capacity development through organizing training programmes on different corporate systems and other areas as necessary;
• Work closely with Operations Team of FAO China, provide support to the overall operations activities, and facilitate the programme delivery FACPR, carry out quality assurance of LoAs;
• Provide support to the FADRK and FACPR on IT services, as necessary and follow up in solving issues with the IT division/department;
• Submit the end of assignment report in brief on the work undertaken, with the conclusions and recommendations in English
• Perform any other related duties as required.


CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING


Minimum Requirements

• University degree in a field related to project management, business or public administration, or other related fields
• Minimum three years of relevant experience in project management, business administration and/or areas relevant to operations or administration
• Working knowledge of English and Chinese
• Chinese Nationality or residency with valid work permit

Technical/Functional Skills

• Work experience in more than one location or area of work, particularly as field positions are desirable.
• Experience working with a wide range of partners, including international and national organizations, government counterparts, research institutions, and the private sector.
• Extended experience and knowledge in development work and institutional policy in the plant production and post-production sectors.
• Extent and relevance of knowledge associated with the development, implementation, and monitoring of international instruments and good practices and with the work of international organizations and national governments.
• Demonstrated experience in designing, collecting, and analyzing technical information and data.
• Experience preparing, editing, and revising technical/scientific documents and organizing meetings and workshops.
• Proficiency in current office software applications (MSOffice, Team-work, One drive for business, intranet, etc.) and good knowledge on operating automated devices
