The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems.
CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

In India, CHAI works in partnership with its India registered affiliate William J Clinton Foundation (WJCF) under the guidance of the Ministry of Health and Family Welfare (MoHFW) at the Central and States' levels on an array of high priority initiatives aimed at improving health outcomes. Currently, WJCF supports government partners across projects to expand access to quality care and treatment for HIV/AIDS, Hepatitis, tuberculosis, COVID-19, common cancers, sexual and reproductive health, immunization, and essential medicines.

About the project
In India, the lack of medical imaging infrastructure at the community level coupled with the nonavailability of qualified radiologists to interpret X-ray’s leads to a significant delay in screening and diagnosis of Tuberculosis (TB). Chest X-ray (CXR) is a rapid imaging tool that allows for easy identification of lung abnormalities and is a crucial tool for early detection of tuberculosis (TB) Currently, only 11% of public health facilities in the country have X-ray devices available at Community Health Centres (CHCs) or district hospitals consequentially delaying the diagnosis of TB or adding to the out-of-pocket expenditure required by patients if done outside the public health facilities.
To address these delays at the community level, WJCF, with support from The Global Fund, aims to address the gap by introducing and operationalising hand-held X-ray devices integrated with Computer-Aided Detection (CAD) software. Deployment of a high-sensitive screening tool (X-ray) along with high throughput interpretation (CAD) and subsequent linkage to CBNAAT for diagnostics would reduce delays in diagnostics and pre-treatment loss to follow-up (LTFU). In addition, would be of significant use of active case finding in various settings. The project is currently be implemented in urban and rural districts in Uttar Pradesh, Bihar, Rajasthan, Gujarat, Tamil Nadu, Kerala, Uttarakhand, and Haryana; and is required to be further scaled up by WJCF to 2 Districts of South Garo Hills (Meghalaya) & Kohima (Nagaland).
The project aims to generate local evidence and demonstrate various use cases for portable X-ray + CAD to improve TB case finding and reduce diagnostic delays. With an objective that the local evidence would lead to greater buy-in at the state level, facilitate the effective transition of project activities to the government and support future scale-up using domestic budgets.
Position Summary
WJCF is seeking a highly motivated, results-oriented individual with demonstrated Stakeholder management, leadership and outstanding analytical skills. The Associate will report directly to the Technical Lead based at Delhi and will work closely with the Project Director to support activities in C19RM project in Meghalaya & Nagaland.
The ideal candidate must have excellent communications skills, strong analytical skills, be able to independently drive engagement with State teams to oversee project implementation. - Ensure strong alignment of project’s M&E framework with on-ground implementation in both States.
- Support the State Leads with necessary analytical outputs and devising necessary actionable insights.
- Regular monitoring of programmatic indicators and strict adherence of reporting mechanisms to facilitate effective oversight and management at the national, state and district levels
- Ensure daily data reporting by field teams on RIS portal and extend assistance where necessary.
- Implement monthly & quarterly program review and monitoring processes at national and state level
- Synthesize results and disseminate them internally and externally through presentations, reports, briefs and publications
- Develop strong working relationships with key stakeholders in government, donors and NGOs (as required), and ensure maximum coordination of resources and effort
- Support the Project Director and Technical Lead in donor reporting activities including consolidation of relevant data and evidence of impact.
- Support the development of new study design & research and evaluation tools, including research protocols, ethics applications, and standard operating procedures (quantitative and qualitative)
- Where relevant, liaise with academic institutions and/or other implementing partners that might have relevant data that can be leveraged for program monitoring.
- Other responsibilities as needed
- Master’s or bachelor’s degree in engineering, Management, Public Health, Economics or related field
- At least 6 years of relevant work experience in M&E, analytics or research
- High level of proficiency in Statistical Tools, Advanced Excel and PowerPoint
- Analytical (quantitative and qualitative) skills with the ability to effectively communicate (orally and in written form) to a variety of audiences
- Strong problem-solving skills and analytical capabilities, as well as creative thinking capabilities
- Familiarity with emerging technologies for data collection and reporting (including experience using open-source data collection tools like ODK, and BI tools such as PowerBI and Tableau); comfort with developing complex data collection forms and dashboards preferred.
- Ability to multi-task, set priorities, and be effective under tight deadlines and in high-pressure situations
- Willingness to travel if required and at short notice
