Result of Service
• Undertaking investigations of potential violations of rules, regulations, policies, procedures and standards including breaches of neutrality, fraud, misappropriation, corruption and mismanagement, applying and other types of misconduct; • Reviewing and assessing complaints and allegations; formulating investigation plans, reviewing and analyses all information to determine its relevance and reliability, conducts interviews of staff and other involved parties, records interviews, obtaining and analyses potential documentary and electronic evidence, conducts investigative research and determines the appropriate presentation of investigative results; • Undertaking investigations of misconduct and preparing reports and ad-hoc briefs pertaining to investigations • Drafting investigation reports, closure reports and advisory reports; and • Reviewing investigation reports prepared by other investigators; and • Contributing to the development of the office’s policy and procedural framework and best practices and other lessons learned from investigative work; making recommendations and assisting in ensuring that lessons learned from investigations are incorporated into the Agency’s policies and procedures; assisting in the implementation of investigators training.
Work Location
Headquarter Amman and open for the five fields.
Expected duration
The Investigations Officer will be engaged on an ‘as needed’ basis. In other words, as and when UNRWA requires the services of one or more Investigations Officer/s, a selection will be made from the pool of consultants, according to investigation skills, language abilities, and value for money of the Investigations Officers on (different investigations may require certain languages or specific investigation skills). The duration of the consultancy contract depends on the scope of the services ordered. It will be subject to satisfactory contract performance.
Duties and Responsibilities
The Investigations Division in the Department of Internal Oversight Services (DIOS) is responsible for conducting investigations into allegations of misconduct, such as mismanagement, fraud, corruption, retaliation on whistleblowers, workplace harassment, sexual harassment (SH), sexual exploitation and abuse (SEA), abuse of authority, breach of neutrality allegations and violation of UNRWA regulations, rules, and administrative instructions, that involve UNRWA staff, contractors and other applicable persons. This investigation was conducted in accordance with the Uniform Guidelines for Investigations (2nd Edition), the UNRWA Staff Rules and Regulations, the UNRWA Investigation Policy, and the Guide to Conducting Investigations. Qualifications/special skills
Academic and Professional qualifications First university degree from an accredited educational institution in law, investigation or any related field; Formal training and/or certification in various law enforcement methodologies/ fraud examination or investigations. The nature and extent of the required experience At least five years of relevant experience applying internationally recognized investigation techniques in criminal or administrative inquiries.
Languages
Fluency in English and Arabic is required.

The consultant may be home-based or Amman, Jordan duty station.
