Context

As part of its corporate mandate UNDP Eswatini seeks to catalyze and support the process of disability mainstreaming throughout programming and operations in the UNDP Eswatini Country Office. Core to this is the need to develop a realistic disability Inclusion strategy for the Country Office and integrate key elements within the planned Country Programme Document 2026 – 2030. This will also draw focus on how specific portfolios and programmes can integrate disability issues and concern within their programming. Of particular focus is the Eswatini Youth Employment programme which aims to improve the skills and employability of the youth in Eswatini through: (i) Graduate Placement & Mentorship Programme; and (ii) Vocational/Technical and Entrepreneurial Skills Development Projects. There is a need to ensure adequate integration strategies for the inclusion of PWD within this programme and ensure the next cohort of trainees are inclusive of PWD. The key Objective is, a) Lead the articulation of a Disability Strategy for UNDP Eswatini and support the integration of relevant elements within the planned CPD 2026 – 2030; b) Recommend feasible options for UNDP operations, institutional framework, infrastructure and networks can be more disability friendly; c) Support the creation of a strategy for placement of PWD within the graduate Placement programme and the artisanal programme.

Task description

• Contribute to design and implement accessible and representative advocacy approaches in promoting the rights and inclusion of persons with disabilities;
• In collaboration with other UN partners and local actors, identify the areas of focus for disability inclusion, skills, and inclusive education-related programming/projects with the greatest potential for impact and scale;
• Participate in the development of inclusive strategies for media and information literacy initiatives;
• Support the planning and execution of capacity-building programs that cater to the specific needs of persons with disabilities;
• Ensure that training materials and methods are accessible and inclusive;
• Collaborate on the development of monitoring and evaluation frameworks to assess the impact of inclusive initiatives;
• Provide regular reports on the progress of inclusive programs and suggest areas for improvement based on lessons learned and best practices;
• Support building and maintaining strategic alliances for gender equality and disability inclusion with various partners, including institutional links with UN agencies and other relevant entities;
• Actively support in mapping and identifying potential new partnerships with relevant local and community stakeholders to enhance the reach and effectiveness of inclusion initiatives;
• Support the overall programme implementation within UNDP.
