The Multilateral Cooperation Center for Development Finance (MCDF) is a multilateral initiative designed to promote high-quality connectivity and infrastructure investments in developing countries through partnerships. MCDF works in the sectors of transport, energy, ICT and cross-border water management. 
The MCDF comprises a Finance Facility and a Collaboration Platform. The Finance Facility is overseen and directed by the MCDF Governing Committee (GC). It provides grants to support funding proposals for project preparation and capacity building funding proposals presented by the accredited MCDF Implementing Partners. The Collaboration Platform is overseen by the MCDF Coordination Committee (CC) and aims to promote communication and collaboration among its member International Financing Institutions (IFIs).
The Asian Infrastructure Investment Bank (AIIB) serves as the Administrator for the MCDF and hosts the MCDF Secretariat. The MCDF Secretariat is headed by the Chief Executive Officer (CEO) and provides operational support to the MCDF. It is administratively established by, but functionally independent from, AIIB. The MCDF Secretariat is headed by the Chief Executive Officer (CEO). The MCDF Secretariat is accountable to the GC for its substantive activities while remaining accountable to the Administrator for complying with AIIB’s administrative rules and procedures.
Promoting the adoption of international environmental and social standards (ESS) is at the core of MCDF’s work on international standards (which also includes debt sustainability, fossil fuel investments and promoting clean energy, preventing and combating fraud and corruption, procurement, and transparency and disclosure of information). The Senior Environment and Social Specialist/ Environment and Social Specialist will play a leading role on this across MCDF Secretariat.

Responsibilities:

•    Lead on engaging with partner IFIs including the Multilateral Financial Institution Working Group on ESS, developing country governments, developing country financiers and other infrastructure actors on ESS issues, contributing to the wider application of ESS and building MCDF’s reputation as a valuable partner. 
•    Develop and implement strategies to achieve the targets in the MCDF Results Framework for knowledge sharing and capacity building on standards and best practices, with a focus on environment and social aspects.
•    Design and organize knowledge sharing events, knowledge products, practitioner networks and other activities on standards and best practices, with a focus on IFI environmental and social policies. 
•    Review, assess and monitor the knowledge sharing, capacity building and project preparation projects with respect to ESS issues.
•    Line management of staff and consultants as the MCDF business grows.  
 

Requirements:

•    Minimum 8-10 years of experience working on ESS for investments in developing countries, at least some of which was for multilateral development banks. Proven track record of implementing at least one MDB ESS framework in infrastructure projects on the ground. 
•    Experience working on climate change mitigation and adaptation is an additional asset. 
•    Have insights on ESS development trends and take initiative to put a plan into action. 
•    Good planner and organizer for knowledge events and training programs.
•    Able to work independently and thrive on bringing creativity and new thinking to the job. 
•    Able to multitask and a strong sense of teamwork and collaboration.
•    Excellent oral and written communication skills in English.  Written material must be print ready.
•    Master’s degree or equivalent in Environmental Science/Engineering, Natural Resource Management, Social Development, Climate Change/Environmental Policy, Sustainable Development or related subjects from a reputable university.
