1. Role and responsibilities
The purpose of the LFS Coordinator position is to lead implementation of LFS projects for people
affected by conflict & displacement in North Area region of Ukraine. The LFS Coordinator is responsible
for overseeing the planning, design and supervision of LFS activities implemented by NRC in relevant
area ensuring they contribute to the overall country and programme strategy.
 

Generic responsibilities

  • Adherence to NRC policies, tools, handbooks & SOPs.
  • Implement LFS Country Strategy.
  • Implement delegated LFS portfolio in North AO, according to plans of action, in line with
    proposals, strategies and donor requirements.
  • Ensure technical quality of projects, with support from LFS Specialist.
  • Develop reports as required by Area Program Manager (APM), LFS Specialist.
  • Ensure proper filing of documents.
  • Ensure LFS projects target beneficiaries most in need.
  • Share ideas for improvement and necessary changes in activities.


Specific responsibilities

  • Oversee timely and quality implementation of LFS project(s) in North AO, with support from
    APM, LFS Specialist
  • Coordinate and lead on technical Assessments
  • Contribute and support inclusion of Cash-based interventions and Market based approaches
    in LFS Core Competency (CC), where appropriate
  • Coordinate distribution of Emergency Agri-Livestock inputs via cash transfers
  • Coordinate distribution of productive asset restoration grants via cash or voucher modality
  • Coordinate LFS Early Recovery interventions in targeted areas
  • Ensure projects are directed to target population as defined in LFS Strategy through clear and
    timely sensitisation of planned activities to communities
  • Participate in field-level coordination with community stakeholders including participating in
    Sub-Cluster LFS meetings
  • Line manage LFS Technical Officer, North AO, with capacity building and transfer of key skills
  • Support in drafting of reports and contributing to Concept Note & Proposal development,
    when required
  • Liaise and collaborate with local authorities, technical ministries and other key stakeholders
  • Work with a Gender and Protection lens and ensure that environmental and nutritional sensitivity are incorporated into LFS activities
  • Collaborate across other CCs to ensure Integrated Programming, including working with local partners
  • Assist with any other duties assigned by Line Manager when required.

 
2. Competencies


Professional competencies:

  • Studies related to livelihoods and food security (business, agriculture, development studies, food security) are desired minimum at university level.
  • Minimum 2 years of relevant experience within LFS, ideally working at Team Leader or Coordinator level.
  • Demonstrated knowledge and skills in LFS related analysis, Cash and Voucher Programming (CVA), microenterprise business, agricultural sector-based programs such as farming, agribusiness, soil science, nutrition. 
  • Excellent interpersonal and networking skills and ability to liaise with figures from the humanitarian community, local government/army authorities, and other relevant actors. 
  • Ability to work under pressure, independently and with limited supervision and in compliance with basic security rules. 
  • Good computer skills.
  • Previous experience working in complex and volatile contexts.
  • Fluency in Ukrainian essential, Russian desirable but not essential.
  • Working English (written and verbal) is essential.
  • Willingness to work in demanding, stressful situations with respect for basic security rules.
  • Experience working with humanitarian organizations, private sector, donors, or international agencies.
