Organizational Setting
As part of the Technical Assistance (TA) provided by FAO to the Government of Angola within the framework of the World Bankfunded “Angola Smallholder Agricultural Transformation” project, FAO will develop a National Registry for Agriculture and Livestock Producers (RNPA) platform and the provision of technical packages to facilitate family farmers and pastoralists access to agricultural subsidies and other services within the Rural Extension System. The main goal of the project is to deploy and customize the “Identification, Delivery, and Empowerment Application (IDEA)”, a modular digital ecosystem platform developed by FAO which encompasses modules that support secure beneficiary registration and identification, management of collected data, digital management of technical packages (including but not limited to electronic vouchers, cash transfers and services), as well as the monitoring of interventions, reporting and visualization.
Reporting Lines
Under the supervision of the FAO Representative in Angola and will work in close collaboration with the FAO-Angola Programme/Operations/Administrative team, the Information Management System Unit of the Office of Emergencies and Resilience (OER) and all relevant Technical Units at FAO Regional Office for Africa (RAF) and the Sub-regional Office for Southern African (SFS).
Technical Focus
Lead the implementation and supervision of FAO Angola Agricultural Extension System project. Guide the strategic direction of FAO Angola programmatic area including conceptual frameworks, methods and communication strategies. Manage and coordinate the project " Enhancing the Agricultural Extension System in Angola\: Digital Solutions through RNPA-SEGI"
Tasks and responsibilities
• Lead the development, implementation and evaluation on technical issues of the assigned project and results;
• Direct review of relevant documents and reports;
• Identify priorities,
• Liaise with relevant parties.
• Identify and initiate follow-up actions
• Provide strategic, programming, technical and operational support and backstopping to the timely implementation of all the dimension of the project UTG /ANG/072/ANG in close coordination with all Units of FAO-Angola, counterparts from the Government of Angola, the World Bank and OER-IDEA team in FAO HQ.
• Manage outreach activities.
• Design and coordinate training workshops, seminars, makes presentations on project related topics and specifically enhancing the Agricultural Extension System with the government, stakeholders, implementing partners and service providers.
• Ensure and monitor technical soundness and proper planning and timely delivery of all activities envisaged under the Technical Assistance (TA).
• Provide timely support in various processes required for the implementation of the TA, including, but not limited to market assessments, feasibility analysis, partnerships, capacity development and training, beneficiary selection and registration, identification and deployment of the IDEA tool, etc.
• Contribute to capacity development and training of key stakeholders (e.g. FAO Angola staff, government officials, implementing partners personnel, etc.).
• Identify and document existent farmer registry and subsidy-related good practices which have the potential toenhance the quality of FAO’s interventions and support their dissemination and potential adoption, replication and standardization by other partners institutions and field Offices.
• In coordination with the National Project Coordinator, lead and/or support the development of relevant technical notes, tools, briefs and guidelines;
• Perform other relevant duties as required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• Advanced University degree (master’s degree or equivalent) in agriculture economics, agriculture, rural development, statistics, and any other area relevant to the work of the Organization.
A university degree combined with 2 years of relevant experience may be considered equivalent.
• At least 5 years of experience in planning, formulation, implementation, monitoring and evaluation of humanitarian and development assistance programmes.
• Working knowledge (level C) of English and limited knowledge (level B) of one of the other UN language Arabic, Chinese, Spanish, Russian.

Technical/Functional Skills
• Previous experience working with UN Agencies is desirable.
• Work experience in more than one location or area of work.
• Demonstrated experience in managing the implementation of technical solutions with diverse stakeholders.
• Excellent communication skills, both verbal and written.
• Extent and relevance of experience in formulation, coordination, implementation, monitoring and evaluation of development projects and programmes.
Selection Criteria
• Knowledge of Portuguese is desirable.
