INTRODUCTION

In Jordan, GGGI serves as an embedded strategic and technical advisor to the Government of Jordan, supporting the Ministry of Environment and other national institutions (line ministries, municipalities, and national finance institutions) with enhancing access to climate finance and achieving implementation of the Nationally Determined Contribution (NDC) as well as the Green Growth National Action Plans (GG-NAP). To this end, the Ministry of Environment has requested GGGI to support the implementation progress review process of the 2021-2025 GG-NAP, with the aim of 1) setting up a more robust green growth monitoring system and 2) updating the GG-NAPs for the 2026-2030 period in the 6 priority sectors namely agriculture, waste, transport, energy, tourism and water.

In parallel, GGGI Jordan will act as the regional coordination hub for the Green Climate Fund (GCF) Readiness project titled “Leveraging the Private Sector for Increased Climate Investment and Strengthened Partnerships in the West Asia Region”, for which GGGI is the executing agency selected by Islamic Development Bank. The regional project encompasses Iraq, Jordan, Lebanon, Oman, and the State of Palestine. This initiative seeks to improve the enabling environment for private-sector partners in climate finance in the region. Specifically, the focus is on private sector direct access applicants, potential future DAEs, Executing Entities (EEs) and National Designated Authorities (NDAs) to develop effective public-private partnerships for stimulating greater engagement and increasing private investment in climate change mitigation and adaptation.

We are looking to hire a country scale Project Officer to take a coordination role in the two projects described above, a) GG-NAP and b) GCF Regional Readiness. 

 

POSITION SUMMARY

Directly reporting to the GGGI Jordan deputy country representative, the Project Officer will coordinate the review and update of Jordan’s 6 Sectoral Green Growth National Action Plans 2021-2025, as well as the design of national green growth index. Besides, the Project Officer will oversee and organize activities of the project titled “Leveraging the Private Sector for Increased Climate Investment and Strengthened Partnerships in the West Asia Region”, covering Iraq, Jordan, Lebanon, Oman, State of Palestine. This involves coordinating the work of international and national experts, Green Climate Fund’s National Designated Authorities (NDA) and other relevant stakeholders to enhance capacity, decision-making, knowledge management, access to the Green Climate Fund at the regional level, including by the private sector, and to build a pipeline of climate projects to be submitted for funding to the GCF.

 

PURPOSE

  • Contribute to review and update of Jordan’s 6 Sectoral Green Growth National Action Plans 2021-2025, as well as to design of national green growth index, with the objective of strengthening green growth planning and implementation at national level in Jordan.
  • Contribute to implement the project titled “Leveraging the Private Sector for Increased Climate Investment and Strengthened Partnerships in the West Asia Region”, covering Iraq, Jordan, Lebanon, Oman, State of Palestine, to leverage the private sector for increased climate investment and strengthened partnerships in the west Asia region.
  • Provide high-quality coordination and technical expertise on green growth and climate change, ensure that the project activities align with international best practices.
  • Build and maintain relationships with stakeholders and provide regular reports to showcase the project's success to stakeholders.

 

ENGAGEMENT

  • Deliver the day-to-day project activities together with the project teams and report the process of the activities on a weekly basis.
  • Engage/liaise with multi-stakeholders to deliver the projects.
  • Work with the consortium partners (IsdB and regional partners).
  • Develop relationships and partnerships with development partners, investors (donors), and private sector entities involved in green growth and climate finance to facilitate the implementation of the project activities.
  • Coordinate with other GGGI departments (HR, legal, procurement, etc) to ensure high-quality delivery within the rules and regulations of GGGI.
  • Actively work with the country team and contribute towards the development of new project ideas, proposals, deliverables, knowledge products, and resource mobilization efforts.

 

DELIVERY

  • Support the delivery of project reports and tools including the implementation progress review of the 6 GG-NAPs, a new green growth index and the update of the GG-NAPs for the next period. 15%
  • Support the delivery of all activities of the approved GCF Regional Readiness project including training activities for the Government and the private sector, technical reports, knowledge management tools, partnerships development, and project pipeline development.  70%
  • Provide consistent, high-quality coordination and expertise on green growth and climate change to the project teams and partners. Ensure that project activities align with international best practices for green growth and climate finance. 10%
  • Support green investment and resource mobilization for the GGGI Jordan program based on project proposals and associated documentation. 5%

 

REQUIREMENTS 

QUALIFICATIONS

 

The ideal candidate for the position of Project Officer should possess the following qualifications:

  • Advanced degree in environmental sciences, business administration, climate change, economics, or a related field.
  • At least 5 years of relevant professional experience related to green growth, climate change, and/or mobilizing green investment in the MENA region.
  • Strong understanding of the challenges and opportunities towards the mobilisation of green and climate finance in the region, as well as the implementation of green policies.
  • Demonstrated experience in designing and implementing programs that support green growth, climate change and innovation, including experience in providing technical assistance to the private sector in Jordan or similar contexts.
  • Proven ability to build and maintain relationships with stakeholders in Jordan and/or in the region, including investors, donors, private sectors, government agencies, development partners, and civil society organizations. A strong network with the government, NGOs, and private sector will be an advantage.
  • Proven experience in green investment mobilization will be an asset.
  • Working knowledge of GCF Readiness and climate policies in the region.
  • Excellent communication and interpersonal skills, with the ability to work effectively with a diverse range of stakeholders in Jordan.
  • Proficient written and oral skills in English and Arabic is an absolute requirement.

WORKING CONDITIONS

  • The Project Officer is an X8 Country grade level in GGGI’s Country salary scale. Determination of base salary is subject to candidate's experience, academic background and internal equity.
  • For the X8 Jordan national grade level, the salary range is from USD 42,435 to USD 67,896.
  • GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
