Overview of position
  • Somalia’s population is battered by climate extremes, with the worst drought in decades followed by the most extensive floods in generations within the span of just a few months. Seasonal cycles of dry & wet conditions have become more extreme & frequent. The 2020 - 2023 drought, considered the most severe in four decades, brought the country to the brink of famine by early 2023. While sustained humanitarian assistance & the Gu rainy season from March averted worse outcomes, an estimated 43,000 people died, half of them children under the age of five. Households have struggled to recover, as equally historic Deyr rains & flooding, exacerbated by a strong El Niño & a positive Indian Ocean Dipole, hit the country in October & November 2023. In total, an estimated 6.9 million people remain in need of humanitarian assistance in 2024, a 16% reduction compared to 2023.

  • Within the CCCM cluster, there are seven sub national locations across the country that provide coordination systems assisting CCCM partners in implementing operations & feeding critical information into state level OCHA led coordination structures. While these seven sub national hubs are fully functional, providing support to CCCM partners, increases in the frequency & quantity of displacement have presented challenges in coordinating sub national responses with CCCM partners & humanitarian service providers. Therefore, the CCCM cluster sub national focal point position has been established with the aim of leading the CCCM sub national coordination mechanisms & work with the other inter cluster coordination structures in the region including assistance to CCCM operational partners. 

  • The CCCM cluster sub national focal points are accountable for the CCCM response in the region where CCCM partners are present. Focal points must ensure the inclusion of key humanitarian partners within the sector, respecting their mandates & program priorities. This will entail strengthened coordination amongst CCCM partners & establishing additional relationships with sub national focal points for the various clusters, following up on longstanding challenges that may be affecting the overall response. The CCCM cluster sub national focal point will also play an instrumental role in enabling CCCM partners at the sub national level to operationalize core CCCM activities & reflect it in the OCHA ABC, or sub national ICCG, where relevant. This may entail holding trainings or on the ground support to CCCM partners while emphasizing the critical importance of community engagement & site level presence by CCCM partners within the catchment area.  Additionally, the CCCM cluster sub national focal point will engage in frequent travel to sub national locations that may be facing numerous challenges requiring supplementary cluster support. Travel to the sub national field locations will be required for this role of the CCCM cluster sub national focal point spending up to one month in particular sub national hubs requiring further support.

Role objectives

Under the overall supervision & guidance of the CCCM Cluster Coordinator based in Mogadishu, the CCCM Cluster sub national focal point will be based in Baidoa covering the South West State. S / he will responsible for the following:

  • Assist the coordination of the CCCM response in the whole of South West State, Somalia together with the UNHCR Sub National Cluster Coordinator.

  • Co-lead the CCCM Sub National Cluster with UNHCR through holding monthly coordination meetings, advocating for CCCM trainings, monitoring of the CCCM response & ensuring all activities are meeting appropriate standards.

  • Coordinate with all relevant sector stakeholders for important cross sector activities such as emergency needs assessments; including regional & local authorities, non government organizations, donors & representatives of affected populations in their geographical area of responsibility.

  • Based on the national CCCM cluster strategy, coordinate the development of the CCCM sub regional workplan together with the UNHCR counterpart for the CCCM sub national cluster in South West State.

  • Provide inputs to the cluster strategy, advocacy notes or any other national documents when requested by the National Cluster Coordinators.

  • Draft advocacy notes that concerns the displaced population’s welfare, safety & security through the CCCM cluster or S - ICCG.

  • Work with CCCM partners to support agencies in the implementation of the CCCM activities with an emphasis on community engagement & catchment level presence.

  • Mobilize CCCM partners as needed to provide ad hoc trainings, support in site verification exercises, safety audit review meetings, local authority coordination or other cluster supported activities.

  • Represent the CCCM cluster & liaise with government counterparts & partner focal points at the sub national levels.

  • Coordinate with established area based coordination groups maintaining accurate partner presence mapping & fostering greater coordination & synergies.

  • Ensure CCCM representation at the S - ICCG for South West State.

  • Support capacity building for relevant stakeholders, including local authorities, requesting support from the national cluster coordination team when needed.

  • Support the CCCM state level cluster in conducting agency capacity assessments or assisting both state level & national level in facilitating contact with local agencies.

  • Hold bilateral meetings with certain CCCM agencies or IDP site sector partners to better communicate needs & gaps that have been identified, enabling organizations to improve certain humanitarian responses.

  • Perform other functions as may be assigned.

Project reporting

This role works work under the overall supervision & guidance of the CCCM Cluster Coordinator.

Key competencies
  • University degree in law, international relations, social work, developmental studies or a similar field with two years’ experience implementing Camp Coordination & Camp Management (CCCM) or protection humanitarian activities.

  • Experience in implementing Camp Coordination & Camp Management (CCCM) operations in Somalia.

  • Experience in inter cluster or inter sectorial coordination of humanitarian services & working with different stakeholders such as government, UN agencies, I / NGOs in Somalia.

  • Experience in leading or initiating advocacies on behalf of the IDPs or displaced families.

  • Experience working for a UN agency or international / national non government organization on matters related to humanitarian aid provision.

  • Track record of working with displaced affected communities in Somalia.

  • Professional experience with project development, implementation & monitoring.

  • Professional experience or familiarity with the humanitarian cluster system.

  • Use of information management platforms & software that are common within the humanitarian response.

  • Speaking & writing skills is a must.

  • Fluency in English & Somali is required (oral and written) & knowledge of Maay Maay is desired.
