Organizational Setting
The Division of Budget and Finance manages the financial resources essential for full implementation of the IAEA's scientific and technical programmes. The Division provides financial services and solutions for programme budgeting, treasury, payments, payroll, financial accounting and reporting to support the IAEA's mandate.
Main Purpose
Reporting to the Director (Chief Financial Officer), the Section Head plays a key role in one area of the financial management of the Agency. He/she provides leadership and professional direction to the staff of the Section and ensures the efficient management of the accounts payable function in compliance with the Agency’s rules and procedures. Also, the Section Head drives change and process improvements.
Role
The Section Head is\: (1) a leader, encouraging, inspiring and developing a team with the Unit Heads; (2) an expert and an adviser to the Director and other senior managers on financial management issues; (3) a change manager supporting and driving policy development, efficiency gains and process improvements.

• Provide direction for, lead and manage the accounts payable function, to ensure the accurate, timely and efficient processing of all financial transactions.
• Develop, implement, communicate and monitor implementation of related financial policies, procedures, guidelines and standards, as well as the related information systems to strengthen the internal control environment.
• Ensure compliance with financial regulations and rules.
• Lead and develop an innovative and effective team of Unit Heads and staff, and efficiently and effectively manage related resources.
• Support change initiatives, promote quality management and foster innovative solutions.
• Provide advice and reporting on payments and other financial matters to management.

Qualifications, Experience and Language skills
- Advanced university degree, with specializations including finance and accounting.
- University degree in the above mentioned fields with two additional years of relevant experience (twelve in total) may be considered in lieu of advanced university degree.
- Professional certifications in finance and accounting (e.g. CA, CPA, ACCA) desirable.
- A minimum of 10 years of relevant professional experience, including at least 5 years of management experience in a comparable organization (international organization, public sector or non-profit organization, or equivalent).
- Adherence to principles and values\: high standards of integrity, fairness and transparency to ensure and promote a work environment based on mutual respect and trust.
- Strong planning and organizing skills to set clearly defined objectives, plan activities in a timely way, and monitor performance against deadlines and milestones.
- Excellent presentation and communication skills, including the ability to deliver briefings to a diverse target audience, as well as to conduct effective meetings with senior management and other stakeholders.
- Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, English, French, Russian and Spanish) is an asset.
Remuneration
The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $92731 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 54155, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks' annual leave, home leave travel, pension plan and health insurance. Appointment information
- Appointment is subject to a satisfactory medical report.
- Staff members may be assigned to any location.
