This position will be based in any of IRC Offices (Kyiv, Dnipro, Kharkiv or Odesa).

 

JOB SUMMARY:

Health Program Support Offices will be responsible for coordinating procurement activities, including assessing program requests, managing the procurement process, and ensuring compliance of received goods. Provide support in logistics, inventory management, and stock-taking for both the program and partner organizations. Collaborate with operations teams to ensure smooth project support, assist in organizing travel and events, and handle various administrative and scheduling tasks. Additionally, represent the team in intra-departmental projects, working closely with operations leads from other units.

 

MAIN RESPONSIBILITIES:

·Coordinate and assess program requests from all Field Offices for the procurement of materials and goods necessary for project implementation.

·Manage the entire procurement process lifecycle: maintain procurement plans, develop specifications, conduct comparative analyses of items, prepare purchase requests, and oversee procurement procedures. Evaluate the compliance of received goods.

·Prepare vouchers for cash and low-cost expenses coverage.

·Support in goods delivery, distribution planning, write-off documentation preparation, and support in transferring goods with relevant documents.

·Support in program and Partner organization stock-taking efforts.

·Monitor inventory levels, anticipate supply needs, and expedite supply orders to maintain adequate stock levels.

·Collaborate with operations focal points to ensure seamless project operations.

·Represent the team in intra-departmental projects, collaborating closely with operations support leads from other units.

·Support in planning and coordinating travels, workshops, conferences, meetings, and team retreats.

·Provide support in various administrative and scheduling tasks.

MINIMUM QUALIFICATIONS

·A bachelor’s degree in business management, Finance, Supply Chain, or a related field.

·A minimum of two years of prior experience, particularly in similar support functions.

·Experienced use of financial and operational software, Integra, and conducting procurement operations through such databases, will be considered as an advantage.

·Fluency in Ukrainian and Russian is required, as well as medium level knowledge in English.

·Proficiency in IT skills, including Excel, Word, and PowerPoint, as well as experience with financial and procurement systems is essential.

REPORTING LINES

·Position reports to Health Coordinator.

·Position Technically reports to Supply Chain Manager.

·Closely collaborate with Senior Primary Health Manager, MHPSS Manager, Pharmaceutical Manager, and the rest of the health team.
