ABOUT THE JOB
Under the technical supervision of the Protection Team Leader (TL) with inputs from Protection Manager, the protection officer will be responsible for monitoring protection concerns within his/her geographic area of intervention. DRC conducts protection monitoring activities at border points with Pakistan, and at the community level. The protection officer will be responsible for conducting ethical and safe interviews with different community members and ensuring different age, gender and diversity profiles are represented each month. The protection officer will also be responsible for identifying individuals eligible for IPA assistance, conducting IPA assessments, and delivering IPA to eligible clients. Furthermore, will be responsible for assisting identified at risk individuals with referrals (both internal and external) in consultation with the referral focal point. Finally, the protection officer will be proactive in informing the TL and protection manager and with any concerning new and emerging trends of violations that may be occurring in communities and that he/she might be observing. Besides, He/she will be responsible for regularly sharing protection monitoring and case management information with the Protection TL/manager in the form of regular briefings.
He/ She will be responsible for managing the day-to-day activities of these caseworkers including weekly schedules, assigning caseloads and ensuring overall adherence to DRC SOPs. He/She will be working in cooperation with DRC’s protection with following sectoral integration among the economic recovery, HDP & emergency teams, in collaboration with local authorities and communities.
He/ She will also be responsible for directly managing a limited number of more complex cases, identifying capacity gaps of staff and supporting the TL and manager in any donor or MEAL reporting requirements.
Responsibilities:
- Under the supervision of the Protection TL & Protection Manager he/she will be responsible for:
- Monitor protection concerns in target locations (this may include within communities in eastern region and at border points if/ when relevant).
- Conduct individual interviews for protection monitoring following DRC’s questionnaire guides and in adherence to DRC SOPs and DRC’s overall methodology and snapshot protection monitoring.
- Ensure the sample of respondents interviewed each month is representative of those communities and comprises all population profiles within that community (including different age, gender, diversity profiles).
- Ensure systematic data collection on a monthly basis as per targets and geographic locations agreed with the Protection TL and project requirements.
- Ensure that the interviews are submitted on KOBO in English and that the quality of the information submitted is complete and as accurate as possible.
- Be responsible for data cleaning, verification and initial tagging/ analysis of this data as per DRC approach and methodology.
- Ensure that all data is cleaned, verified and submitted to the Protection TL by the end of each month for further analysis and report writing.
- Take the lead in conducting safe, timely and appropriate referrals in consultation with the referral focal point for any individuals who are at risk or have specific protection concerns that can be best supported with an onward referral.
- Lead on conducting verification, assessment and intake of any at-risk individuals identified through Protection monitoring and who might be eligible for IPA (cash) assistance.
- Be proactive in reporting to the protection TL & Manager any new observed rights violations and concerning trends at targeted communities.
- Take the lead on providing timely briefing of key protection concerns observed during routine protection monitoring activities to the protection manager and TL.
- Ensure timely deliveries of IPA as per DRC SOPs, respecting the timeline as per the assessed risk-level of the case.
- Ensure case management work/activities adhere to DRC case management SOP and guidelines.
- Overseeing various aspects of case management implementation for the targeted beneficiaries.
- Monitor timelines for response, services follow up, closure and review of cases of assigned cases. The case management process should be time-bound and is not meant to be an indeterminate process.
- Review caseloads of assigned cases to ensure they are manageable and share challenges to protection TL & Manager.
- Ensure that confidentiality is respected at all stages of the case management, IPA and protection monitoring activities.
- Actively participating in weekly protection team meetings and highlighting outstanding protection concerns and operational challenges in the targeted locations.
- Responsible for coordination at the district and community level with relevant stakeholders.
- Be responsible for preparation of distribution point, and further procurement process.
- It is also recommended to provide monthly briefings to TL & Manager on the quality of CM services based on the CM meetings and outcomes of supervision meetings.
- Support the referral focal points and protection teams to ensure updated service mapping (referral pathways and available services) and quality check the service mappings developed by the officers.
- Any other tasks.
ABOUT YOU
To be successful in this role you must have:
Experience and technical competencies:
- 2 to 3 years of experience in protection monitoring, IPA and case management expertise are highly preferred with INGOs/NGOs.
- Ability to handle multiple tasks, proven self-initiative and problem-solving abilities.
- A commitment to protecting human rights, principled humanitarian standards.
- Solid organizational skills with the ability to manage multiple tasks, set priorities and effective time management.
- Meet deadlines and work well under pressure in a fast-paced team environment.
- High level of professionalism, integrity, and ability to maintain confidentiality.
- Demonstrated experience in conducting qualitative interviews is a strong advantage.
- Experience in managing/ handling data with familiarity with KOBO and other online data collection tools.
- Ability to work independently, make rapid assessments and sound judgements.
- Good communication skills in English and fluency in Dari and Pashto
- Commitment to the mission and the core values of Danish Refugee Council-DRC.
- Willing to stay in field locations and travel in all DRC coverage areas.
Education/qualifications:
- Degree from well recognized university, in law, political sciences, research methods, social work, psychology, and/or other relevant disciplines.
