Mission and objectives

UNAMA was established in 2002 as a Political/ Peacebuilding Mission, exceptionally) directed and supported by the UN Department of
Peacekeeping Operations (DPKO).

Context

The United Nations Assistance Mission in Afghanistan (UNAMA) assists the people of Afghanistan in laying the foundations for sustainable peace and development in the country. UNAMA’s current mandate comprises the following priorities: the provision of good offices; support for the organization of future elections; strengthening capacity in the protection and promotion of human rights, including the protection of children affected by armed conflict and prevention of child recruitment; support for gender equality and women’s and girls’ empowerment; the coordination and facilitation of humanitarian assistance; and support for Afghanistan’s development and governance priorities, including the rule of law, transitional justice as an essential component of the ongoing peace process, budget execution, and the fight against corruption throughout the country. The Security Council also recognized that the renewed mandate of UNAMA is in support of Afghanistan’s full assumption of leadership and ownership in the security, governance, and development areas.

Task description

Under the direct supervision of the Chief Facilities Management Unit and overall guidance of the Chief Engineering and Facilities Maintenance Section, the UN Volunteer will undertake the following tasks:

• Supervise and monitor cleaning, housekeeping, pest control, waste collection and disposal, and ground operations and maintenance performed by outsourced contractors to ensure that services meet contractual requirements. Take corrective action in a timely manner as needed.
• Conduct daily inspections of UNAMA facilities—offices, accommodation areas, gardens, and open spaces—to ensure that outsourced contractor personnel maintain cleanliness and hygiene.
• Perform daily walkthroughs of UNOCA-UNAMA and UNOCA Common Service footprint to ensure cleanliness and tidiness in accordance with contractual requirements and take timely corrective action as needed.
• Provide training and guidance to EFMS-FMU outsourced service contract personnel (cleaners, gardeners, maintenance technicians) on best practices for water and energy conservation, solid waste segregation, and composting of biodegradable waste.
• Organize events, training sessions, and activities to raise awareness of solid waste management, recycling, and compost projects.
• Hold regular planned meetings with FMU contractors to monitor contractual performance and identify required corrective actions. Assign and delegate approved work order tasks to FMU contractors and monitor the progress of these tasks.
• Develop landscape design drawings and cost estimates for ground maintenance activities at UNAMA premises.
• Prepare estimates and bills of quantity for maintenance projects, services, materials, and building supplies as required, including estimates for camp infrastructure projects and maintenance programs.
• Maintain and update all records of resources (manpower and materials) utilized on the supervised site for invoicing purposes.
• Review maintenance requests from clients and coordinate with the Building Maintenance & Electromechanical Unit to determine task priorities and advise relevant staff on the status of maintenance requests.
• Monitor, analyze, and report on UNOCA accommodation energy consumption to respective users.
• Consolidate and compile weekly and monthly reports on solar production, green energy, water consumption, wastewater treatment, and solid and liquid waste disposal.
• Coordinate with the Chief FMU regarding quality control and prepare weekly and monthly reports.
• Provide logistical support during emergencies and evacuations.
• Perform other duties and responsibilities as assigned and instructed by the Chief EFMS and Chief FMU.
