1. Background

NRC is an international NGO that has been operating in Somalia since 2004 that supports displaced persons and other people of concern. In Somalia, NRC provides multisectoral integrated humanitarian support to the targeted communities in different regions of the country and is a leading actor in resilience and durable solutions programming. NRC partners with other organizations and local actors by mobilizing necessary resources and competencies to maximize collective impact and achieve better outcomes for the communities we work with.

The Grants and Partnership Coordinator will be a member of the NRC Somalia Grants and Partnership Department led by the NRC Grants and Partnership Manager and two other team members –Grants Coordinator and Consortium Coordinator. Overall, the Grants and Partnership Coordinator will contribute to supporting NRC Somalia’s business development as well as grants and partnership management in adherence with NRC internal and donor requirements. Specifically, the Grants and Partnership Coordinator will be focusing on the business development aspects including supporting fundraising efforts by leading on high quality proposal development and supporting donor mapping and engagement. The coordinator will be expected to contribute to support the delivery of high quality and timely products for external or internal stakeholders and efficient and effective management of related process. The successful candidate expected to be a strong and effective communicator and writer, with the ability to build relationships, work under tight timelines and manage processes across various stakeholders. The position is part of the NRC Country Office with close collaboration with Area Offices and partner representatives.

2. Role and Responsibilities

Generic responsibilities 

  • Ensure adherence with NRC policies, procedures, tools, handbooks and guidelines.
  • Contribute to the NRC Somalia Fundraising and Country Strategy and support business development for the Somalia Country Office and lead the proposal development process.
  • Prepare and develop reporting for various internal and external stakeholders.
  • Promote and share ideas for improved quality programming and deliverables as well as increased efficiency of processes.
  • Maintain relationships across various stakeholders and ensure timely and effective communication.
  • Ensure proper filing of documents, maintenance of all hard copy project documentation and timely uploading of documentation onto the SharePoint (365 NRC Intranet). 
  • Participate in external coordination meetings as required. 

Specific responsibilities 

  • Contributes to the development and implementation of a context-specific NRC Somalia Fundraising Strategy.
  • Assist in mapping potential new funding opportunities, gathering inputs from relevant stakeholders, and documenting any fundraising policy positions.
  • Supports the Grants and Partnership Manager in the mapping and prioritization of donors and in the development and implementation of donor engagement strategies.
  • Support the coordination and documentation of proposal planning meetings. 
  • Assist in coordinating NRC's proposal development efforts with relevant internal stakeholders for all funding opportunities. 
  • Lead the quality and timely submission of proposal documents to NRC Regional Offices, Headquarter, Donors and other agencies/partners. 
  • Act as bid manager for NRC led consortium submissions effectively manage deadlines across various stakeholders (international and national NGOS, consultants, etc.). 
  • Support project development including providing quality input to the description of the project and logframe in coordination with the technical specialists, Area Office programme, support, and M&E staff.
  • Provide necessary advice/support in the budget development and ensure optimal use of financial resources.
  • Take the lead in the final revisions and quality control of proposals including copy editing. 
  • Ensure that proposal development is done in line with internal quality standards as well as in accordance with donor requirements and specifications. 
  • Support the review of grants agreement and contracts to ensure that stipulations are in line with submitted project documents.
  • Ensure up to date and accurate filing of all proposal and grants related documents in NRC internal systems. 
  • Ensure thorough handover of approved grants by coordinating Grants Opening Meetings. 
  • Attend meetings with donors, peer agencies and other stakeholders as and when necessary 
  • Support the programme and finance team on timely modifications of approved projects, when necessary, and maintain liaison with the teams and the donor’s ensuring adherence to NRC and donor requirements.
  • Provide necessary support to field staff to ensure adherence to donor regulations and requirements in project implementation and reporting. 
  • Keep the Grants and Partnership Manager informed about all donor engagement and fundraising relevant issues of relevance to the overall management and coordination of the country programme.
  • Proactively support initiatives to strengthen staff capacity to effectively use NRC systems and related tools for effective business development and project cycle management 
  • Perform any other duties assigned to grants or partnership management (including contributing to partner due diligence, quality reporting, etc.) by Grants and Partnership Manager and/or Head of Programme, as and when required.
  • Support identification and selection process of local partners for funding opportunities and prepare teaming agreements. 

Critical interfaces
By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are: 
•    Reporting & technical line: Grants and Partnership Manager
•    Project planning and implementation: Area Managers, Area Programme Managers, Technical Specialists, Support Managers, M&E unit, programme and support staff at field and Country Office level, Regional Office Advisors

Scale and scope of the position
Staff:    N/A
Stakeholders:    May occasionally be required to meet with government authorities in a liaison role or represent NRC at cluster or NGO meetings and other fora
Budgets:    The post holder is not expected to have budget-holder responsibilities, but will be instrumental in coordinating information for proper project activity budgets
Information:    The post holder will be responsible for project documentation and filing across core competencies/programmes.
Legal or compliance:    Must work in line with the NRC data protection procedures (e.g., compliance with European Union’s General Data Protection Regulation) and other relevant guidelines. 

3. Competencies 
Professional competencies:
•    Relevant university degree, preferably in international relations and/or development, business, or related field.
•    Minimum 3 years’ experience in humanitarian/development context in complex and/or insecure environments, 
•    Have practical working knowledge of Theory of Change, Results Based Frameworks, Proposal Writing, Project Cycle Management.
•    Be proficient with MS Package, notably Word and Excel.
•    Possess well-developed communication skills in both written and spoken English.
•    Knowledge and working experience of rules and regulations for key donors including among others ECHO, EU, FCDO, BHA is a distinct advantage.
•    Strong analytical skills - both qualitative and quantitative.
•    Thorough and able to pay attention to detail while also able to meet deadlines.
•    Excellent communication, interpersonal and relationship building skills. 
•    Strong planning and organizational skills with ability to lead processes effectively and efficiently, fostering collaboration and inclusion across diverse team.
•    Able to handle a large workload, work under pressure, independently and with limited supervision.
•    Have skills to maintain productive work relationships in a multi-cultural work environment.

What We Offer:

Contract period: Initial 3 months’ probation period for 12 months contract, with possibility of extension.
