Background

The United Nations Office on Drugs and Crime (UNODC) Country Office for Pakistan (COPAK) is tasked with assisting Pakistan through its Country Programme (CP – 3) 2022-2025 with a focus on Illicit Trafficking and Border Management, Criminal Justice, Drug Demand Reduction and HIV/AIDS and Counter Terrorism. The effective implementation of the Country Programme requires UNODC COPAK to manage an immense volume of payments and related financial processes in a prudent yet efficient manner. To address the office’s need for financial accounting, petty cash management, budgets, travel, inventory management and payment processing, the office requires the services of a Finance Associate.

 

Assignment Objective

The objective of the position is to manage payments and financial matters related to the Core Office, Country Programme, Global and Regional segments, while ensuring compliance with the UN regulatory framework for financial rules and regulations. The Finance Associate will be required to work closely with the Assistant Finance Officer under the overall supervision of the Finance Officer and the Representative of UNODC Country Office Pakistan

 

Responsibilities

The Finance Associate will undertake the following duties and responsibilities:

 

I. Financial Management and Reporting

  • Process all vendor invoices in UMOJA and ensure that they are submitted for payment in accordance with the terms and conditions of the contract and UN financial rules and procedures.
  • Review open purchase, travel and earmarked funds document commitments.
  • Run Financial Management Reports in Business Intelligence
  • Distribution of Full Cost Recovery among projects and submission to HQ
  • Coordination with UNDP for creation of vendors, processing of payments and resolving queries and disbursements and reconciliation of final disbursements with UNDP.
  • Coordination with HQ and house bank for transfer of funds and resolving queries. 
  • Assist, prepare or consolidate financial information for inclusion in the Financial Reports.
  • Assist in preparation of financial information for projects and other stakeholders. 
  • Assist in ensuring effective monitoring and follow-up on financial targets set in terms of implementation and delivery of services.

 

II. Budgeting

  • Assist in preparing cost estimations for developing donor project budgets.
  • Assist in preparation of Country Office operations budget and distribution between various projects, global and regional segments. 
  • Assist in preparation of budget revision of projects and programs. 
  • Assist Finance Officer in coordination and monitoring of project budgets. 

 

III. Travel and Administration

  • Create HR Mini Master form for all the new travelers and enter all personnel information for non-staff.
  • Create Travel Requests on behalf of non-staff and administer the travel arrangements as per UN travel rules and procedures. 
  • Create and submit Expense Report on behalf of non-staff travelers; Provides clarification and/or modification on the Expense Report rejected by the Travel and Shipment Approver or by the Travel Processing Officer.
  • Regular review and reconciliation of air ticket invoices with travel agents and initiating payment requests accordingly.
  • Assist in physical verification of items and reconciliation with UMOJA records. 
  • Assist in preparing driver’s overtime sheets, duties and review of logbooks. 

 

Qualifications and Experience

  • Bachelor’s degree in Accounting, Finance, Business Administration or Commerce. 
  • A minimum of 3 years of professional experience in financial management, budgeting, accounting or administration.
  • Experience working with Enterprise Resource Planning (ERP) systems such as SAP or similar systems such as UMOJA.
  • Familiarity with United Nations regulatory frameworks regarding finance.
  • Excellent knowledge of spoken and written English, with good analytical and communication skills.
  • Proficiency in the use of information technology (word processing, PowerPoint presentations, spreadsheets and data management and analysis).
  • Experience working with an international organization is desirable.
  • A very good understanding of United Nations regulatory frameworks regarding finance would be preferred.
  • A good working knowledge of ERP/SAP based management system.

Planning and Implementation Arrangements

The Finance Associate will be based in the Country Office for Pakistan Islamabad, will work closely with the Assistant Finance Officer under the overall supervision of Finance Office and the Representative, Country Office Pakistan.

Payment Schedule and Rate

The Finance Associate will be issued an SC contract in accordance with United Nations rules and procedures.  Payment scale will be determined by UNDP recommended rates for service contract holders.
