Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). IFRC also adheres to strict child safeguarding principles.
A 6.8 magnitude earthquake hit Morocco on September 8, killing and injuring thousands of people and causing widespread destruction. The Moroccan Red Crescent Society (MRCS) responded immediately, providing first aid and psychosocial support, helping transport the injured to hospitals, evacuating people from damaged buildings and providing dignified burial management. Through this appeal, the IFRC is supporting MRCS to meet the immediate and early recovery needs of 500,000 affected people. Priorities include providing food and safe water, essential household items, shelter support, health and mental health services, and cash assistance.
This position is based in Marrakech, Morocco requires in-country travel (when deemed necessary, to places where the safety situation permits). IFRC works in an integrated manner with the Moroccan Red Crescent (MRC) and its partners. MRC has the role as the Movement convener for operational field response and coordination among Movement partners.
Job Purpose
Under the direct supervision of the Logistics and Supply Chain Coordinator, the Logistics Senior Officer coordinates the implementation of logistical functions in order to support the requirements of the organization. The purpose of the position is to plan and provide effective and efficient logistics services (procurement, transport, and reporting) in support of the IFRC activities in Morocco, in collaboration with the National Society logistics/relief officer in the branches.
Job Duties and Responsibilities
The Logistics Senior Officer responsibilities include but are not limited to:
- Supervision of a fleet officer and a logistics officer
- Planning and managing logistics, warehouse, transportation and customer services
- Facilities management of guesthouse and other staff housing including repairs, checks and inventory stocks
- Directing, optimizing and coordinating full order cycle
- Liaising and negotiating with suppliers, manufacturers, retailers and consumers
- Mapping out and managing transportation projects
- Managing operational data
- Promote adherence to best practice principles and compliance to necessary regulations, legislation and IFRC procedures
- In line with the operational needs defined by the Field Coordinator - Marrakech, liaise with government officials and other NGOs as appropriate, including attendance at inter-agency meetings
- To carry accountability for the maintenance of non-specialist logistics equipment owned/operated by the IFRC ensuring compliance with all regulations and quality standard
- Ensure compliance with Red Cross Red Crescent Movement logistics standards and regulations
Job Duties and Responsibilities (continued)
Duties:
- Establish and plan of fleet and logistics officer workload
- Establish and maintain a well-functioning logistics support operation
- Produce regular update reports and statistics as required
- Ensure appropriate records, paperwork and archives maintained
- Manage, maintain, regularly update and monitor assets and inventory as per procedure
- Participate in relevant internal meetings, development fora, workshops, courses, etc.
- Be available and willing to carry out short missions to assure correct logistics programming
Fleet operations:
- Implement fleet management system for all vehicles in accordance with fleet procedures
- Manage scheduling of drivers in collaboration with MRC
- Identify transportation options to meet the needs of the operation
- Organize transport according to the operation needs
Warehouse operations:
- Sourcing warehouses, construction of temporary warehouses, implementation and maintenance of all warehouse systems
- Security and provision of stock level and stock movement data
- Prepare staff plan and recruit daily workers
- Manage scheduling of daily workers as required in collaboration with MRC
National Society Relations:
- Maintain regular contacts and information exchange with National Society counterparts and inform the Supply Chain Coordinator of available capacity.

Education
- Professional qualification in logistics or equivalent experience - Required.
- Technical diploma in a related field - Preferred.
- Introduction to Cash transfer programming - Preferred.
Experience
- 5 to 7 years logistics experience of Warehousing, Transporting goods - Required.
- Experience in working in humanitarian interventions including large complex operations and/or development programmes - Preferred.
- Experience in supporting a Cash Transfer program - Preferred.
- Experience of internal Red Cross Movement and External Stakeholder relationships - Preferred.
- Experience in narrative & financial reporting - Preferred.
- Experience in planning and managing budgets - Preferred.
Knowledge, Skills and Languages
- Knowledge of or familiarisation with Cash Transfer Programming - Preferred.
- Valid driving license for light vehicles (manual gears) - Required.
- Knowledge of communications systems (satellite phones, etc.) - Required.
- Valid heavy vehicle driving license - Preferred.
- Good understanding of financial process and budgeting - Preferred.
- Proven experience to carry out logistics assessments and set up large operations - Preferred.
- Transport and fleet management - Preferred.
- Supply chain logistical coordination - Preferred.
- Fluent spoken and written French and/or Arabic - Required.
- Good command of English language - Required.
