Gender equality and empowerment of women and girls GEWE) is crucial to progress across all the Goals and targets of the 2030 Agenda. There is the need for gender-responsive performance management and strategic planning, sex-disaggregated data, reporting and resource tracking, while drawing on gender expertise to mainstream gender equality in the preparation of the Cooperation Framework.
The Gender Theme Group (GTG) is an interagency coordination group under the United Nations Country Team (UNCT) that “provide(s) strategic support and advice to United Nations country teams in enhancing their gender mainstreaming efforts.”
In Pakistan, The GTG (co-chaired by UN Women and UNFPA) was endorsed by the UNCT in July 2021 to promote gender equality and empowerment of all women and girls. The GTG plays a central role in provision of strategic support and advice to UNCT collaboration with Governments to achieve SDG 5 and the gender equality dimensions of other SDGs (SDG 8, 10 and 16 in particular) throughout the Cooperation Framework, the provision policy advice and joint programmes. Gender mainstreaming and gender-responsive performance management can be accelerated and implemented through the full implementation of the UNCT-SWAP Gender Equality Scorecard (UNCT-SWAP) and the UNCT-SWAP gender mainstreaming minimum standards.
This position will be based in at the UN Women office in Islamabad office and will directly report to the GTG chair and co-chair and will maintain a close liaison with the Resident Coordinators office and all UN agencies.
Duties and Responsibilities
Under the overall supervision of the UN Women Country Representative, the GTG Coordination Officer will be responsible for strengthened accountability of results for gender equality and women's empowerment, enhanced efficiencies, improved coherence, and joint action within the UN Country Team and through better coordination between UN agencies, the government, CSOs and development partners.
Provide coordination and technical support to the inter-agency coordination and UN joint programming:
- Manage the secretariat of the Gender Theme Group and coordinate workshops/meetings for inter-agency mechanisms.
- Develop a capacity building learning plan in coordination with the GTG members
- Work closely with the Gender Theme Group (GTG) co-chairs and members in the development of a work plan and its implementation, in line with the UNSDCF and its Outcome on Gender Equality;
- Provide technical support in preparation of brief concept notes for the International Women’s Day (IWD), 16 days campaign and other joint program initiatives and contribute to mobilization of pooled resources;
- Monitor the implementation of the UNCT-SWAP Gender Equality Scorecard Recommendations and take forward joint initiatives with other inter-agency mechanisms such as the UN Communications Group and Operations Management Team in accordance with the Scorecard Action Plan.
- Identify and provide technical inputs to UN joint programming opportunities to deliver on the UNSDCF's GEWE, in particular provide coordination support to the development of the One UN Gender Programme;
- Provide technical inputs to policy notes, briefs, and undertake gender analysis of joint UN programming on women peace and security, Women Political Participation and Leadership, EVAW and humanitarian action;
- Participate in UNSDCF Outcome Results Group meetings and ensure gender equality and women’s rights are mainstreamed in processes and documents.
- Support the roll-out of the gender strategy after its development
Coordinate interagency advocacy and facilitate knowledge building and management:
- Provide technical inputs to the development of interagency advocacy strategies and their implementation;
- Oversee the process of identifying and synthesizing best practices and lessons learnt, according to priorities set by the UNCT; and contribute to their dissemination. Provide support to the development and dissemination of good practices and lessons learned; ensure incorporation into programme planning;
- Develop advocacy products and initiatives for inter-agency coordination and joint efforts
- Develop IEC materials including, but not limited to, preparation and sharing of reports, project briefs, infographics, and advocacy material under the ONE UN programme pillar.
- Lead knowledge management on gender related publications and matters ensuring knowledge products are shared among UN agencies
- Contribute to strengthening strategic partnerships and coordination for GEWE within the UN.
- Provide inputs to quarterly reports and annual reports on coordination related outputs and indicators.
Provide technical support to strategic partnerships building and resource mobilization:
- Provide technical and substantive inputs to partnerships and joint resource mobilization strategies related to GEWE and the Cooperation Framework;
- Identify opportunities for collaboration, complementarities and strategic partnership for coordinated programming and advocacy;
- Liaise with key stakeholders from Government stakeholders, academia, civil society, the private sector and key international actors to build and strengthen strategic alliances and partnerships on women’s rights and gender equality initiatives as needed
- Coordinate, and review the development of interagency briefs on possible areas of GEWE cooperation, including identification of opportunities for cost sharing.
- Advise and lead on entry points for new initiatives for the UN Systems to strengthen capacities for gender equality and to support the advancement of women’s empowerment and gender equality.

Required Skills and Experience
Education:
- Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience:
- At least 3 years (with MA) or 5 years (with BA) of progressively responsible work experience in development programme/project management, coordination, advocacy or donor relations with a strong focus in gender equality and women’s empowerment.
- Experience with UN joint programming development and implementation or UN Coordination in the area of gender equality and women’s empowerment is required.
- Experience in building and maintaining effective relationships with government institutions, CSOs and donors is desirable.
- Experience working in the UN System is desirable.
- Experience in UN coordination and joint advocacy and/or programming is required.
Language Requirement:
Fluency in English and Urdu is required
