Overview
The UHI Backup Cluster Manager will be responsible for day-to-day support to the 4 cluster managers in coordination, communication, and oversight of activities implemented in each cluster of Kabul city, backup Cluster Manager will support the cluster managers in operationalization of the project vision at the 4 Cluster level.
Responsibilities
• Assist cluster managers in the management and implementation of UHI interventions and activities in targeted clusters of the city, provide overall technical and operational support for project implementation, working in close coordination with the city manager.
• Assist cluster managers in strengthening coordination and communication, through participation in technical meetings, task force meetings, committees, and subcommittees meeting under the guidance of the city manager.
• Assist cluster managers in the implementation of customized, city-specific strategies that respond to the local burden of disease, priorities, and challenges,
• Work closely with the cluster teams, provide daily support, and follow up with the team for smooth implementation of the field activities.
• Assist cluster 12 and 13 teams in the effective management of the MLMCCs.
• Support multi-disciplinary teams of health professionals including Clinical Specialists, Mobile Teams, Midwifery Care Centers, Community Engagement, and Community Midwifery Teams to ensure planned activities are implemented effectively and efficiently.
• Assist cluster managers in improving the referral system and community follow-ups through community engagement teams.
• Assist cluster managers with Providing support to relevant cluster assessments, mapping, analysis, and field monitoring visits to the sites.
• Provide continuous and timely support to the cluster teams and enable them to perform their assigned tasks, ensure integration of all projects' technical components
• Assist Cluster teams in the collection and compilation of the highlights and data to inform ongoing reporting and learning.
• Comply with Jhpiego and JHU operational policies and regulations
• Any other task assigned by the supervisor.
Required Qualifications
• MD Degree holder
• More than 5 years of experience in a health program implementation.
• Strong field implementation experience in health.
• Prior experience in EPHS/BPHS management.
• Strong skills and capability in Coordination and communication with stakeholders
• Comprehensive understanding of Afghanistan's health priorities and players specifically in Urban Settings.
• Experience working with Microsoft Office software applications (Excel, Word, Outlook Explorer, PowerPoint)
• Fluency in English, Dari and Pashto
• Ability and willingness to travel extensively in Afghanistan
• Prior experience working with international agencies and EPHS/BPHS implementers.
• Ability to work in a complex environment with multiple tasks, short deadlines, and intense pressure to perform
• Ability to work successfully in teams, across a diverse team.
• Demonstrated skills in program implementation
• Ability to negotiate and solve conflicts
• Ability to work closely with the sites in relevant communities.
• Ability to identify solutions for complex problems
• Strong ability to adapt a very demanding, challenging, and changing situations
• Strong skills in facilitation, team building and coordination
• Ability to manage and facilitate training.
