WORK CONTEXT

CESVI recently re-activated its presence in Afghanistan and is starting a new humanitarian project in the districts of Herat and Ghazni in the sectors of Food Security Livelihoods (Durable Solution), WASH and DRR.

The Consortium Coordinator will be responsible for:

a) the management of the AICS funded-project

b) the operational set-up of CESVI Afghanistan

c) the consolidation of CESVIs’ presence in Afghanistan increasing its projects and donors’ portfolio.

JOB DESCRIPTION

The collaboration will start in October 2024.

The main duty station will be Herat, with regular visits to Kabul and field missions country-wide in line with the security conditions.

The Consortium Coordinator is responsible for the overall coordination of the implementation of the assigned project.

Main responsibilities:

  • Start-up of the assigned project as well as of CESVI structure in Afghanistan, including offices, financial & logistic set-up hiring local staff, getting the necessary approvals from the relevant authorities
  • Ensuring the correct implementation of the program activities as per expected outputs, outcomes and impact, of CESVI and partner’s activities
  • Constant supervision of the program, monitoring qualitative implementation as well as sound budget spending and coordinating CESVI staff in direct implementation, ensuring full procedural compliance
  • Ensure high quality reporting, in line with CESVI and Donor guidelines
  • Review of any variations for the extension or revision of the program, contracts related to the program activities
  • Ensuring strong and consistent CESVI representation in Cluster, Working Group (WG), Area Coordination and stakeholder meetings in Afghanistan.
  • Represent CESVI vis-à-vis Donors, partners, stakeholders, clusters and coordination bodies and fora, and any other appropriate networks aiming at raising CESVI’s profile in Afghanistan
  • Active participation in the new donors’ acquisition: identification of new funding opportunities, support the entire process of finalizing new proposals
  • Ensuring strategic coherence and vision of the newly defined country strategy and programming, based on active participation in the conduction of assessments, drafting new proposals

Other duties may be assigned by the direct supervisor related to the implementation of the project and country program strategy.

ESSENTIAL REQUIREMENTS

  • Degree in International cooperation, Development studies or other related field
  • 3 to 5 years’ working experience in developing countries as expatriate with INGOs in the humanitarian sector in role comparable to the ones of Project Manager or Project / Emergency Coordinator
  • Consistent experience in program management (more than 5 years), including project cycle management, proposal writing, budget development and management, internal and external reporting
  • More than 5 years of direct field experience; broad knowledge of characteristics relevant to conflict-affected or post-conflict contexts, and specific operational experience in emergency and recovery programming
  • Proven experience in start-up of INGOs programs and project kick-offs
  • Proven ability in development of needs-based and context-based project proposals, including budget development
  • Proven experience in building networks and partnerships
  • Experience in coordinating activities implemented in consortia
  • Demonstrated experience in meeting high, evidence-based monitoring and evaluation standards
  • Strong negotiation and diplomacy skills: capacity to effectively manage relations with Donors, potential Partners (international and national NGOs), and local authorities
  • Working knowledge of different institutional donors, namely AICS (Italian Cooperation) as well as EU and UN agencies
  • Sound experience in delivering outputs under tight deadlines
  • Ability for rapid analysis of very complex issues, strong decision-making, and translation of programmatic learning and priorities into operational strategies
  • Good team leadership and conflict resolution skills, consensus team building, and adaptability
  • Ability and willingness to work in remote and isolated locations with ever-changing security scenarios
  • Excellent knowledge of English
  • Solid IT skills including Excel, Outlook,Word.

DESIRABLE REQUIREMENTS

  • Excellent knowledge Italian (written and spoken)
  • Proven working experience in the Middle East with INGOs
  • Proven working experience in Afghanistan and/or other security-sensitive country
  • Logistics in emergency/ post-emergency settings
  • Relevant project management experience in Food Security Livelihoods (Durable Solution) and/or WASH and/or DRR
  • HEAT Training or equivalent in personal security and security management
