  1. Role and responsibilities

The purpose of the WASH Coordinator position is technical development, strategic direction and quality assurance of NRC Gaza, Palestine WASH activities and programme, as well as relevant staff mentoring and capacity development. WASH Coordinator is expected to follow NRC’s routines and guidelines for project governance applicable for the particular project. The WASH Coordinator is responsible for the overall planning and coordination of the WASH projects across the country.

 

The following is a brief description of the role.

 

Generic responsibilities

  1. Assess WASH PM to Develop Gaza level WASH strategy, technical guidance and Macro-Log-Frames
  2. Compliance with and adherence to NRC policies, guidance and procedures
  3. Contribute with WASH PM on fundraising, develop and revise funding proposal, budgets and donor reports 
  4. Identify trends, technical standards and donor priorities 
  5. Coordinate and manage WASH project implementation (activities, design, budget and project documentation) in line with proposals, strategies and donor requirements
  6. Provide technical direction and project implementation support to all areas 
  7. Ensure that key learnings are extracted from CC implementation, and incorporate them in WASH programme and staff development processes
  8. Provide systematic training and build capacity of technical WASH staff 
  9. Collect and provide regular progress reports to WASH PM and WASH Specialist 
  10. Represent NRC in relevant forums/clusters, including with national authorities and donors
  11. Promote the rights of IDPs/returnees in line with the advocacy strategy and ensure safe and inclusive WASH programming. 

 

Specific responsibilities 

Under the supervision of the WASH PM, the WASH Coordinator will be responsible to support the overall WASH project in Gaza strip. This includes:

  • Supporting the WASH PM in the establishment, strengthening and monitoring of effective and transparent WASH response within the Gaza strip.
  • Delivery of emergency WASH lifesaving activities and restoration of pivotal WASH services during early recovery and stabilization phase as per NRC WASH guidance and strategy. 
  • Supervise and guide WASH team at the ground including WASH officers, WASH assistants and contingent workers, ensure that planned WASH and HP activities are implemented in a timely and effective manner. 
  • Plan the WASH team's work and ensure that logistics and security procedures are followed to allow for delivery of the work plan. 
  • When gaps in service provision are identified, reach out to service providers and relevant stakeholders as delegated by the WASH PM to ensure timely intervention and response. 
  • Regularly reporting to PM including support on donors reporting, WASH progress and bottlenecks reports, other relevant reporting based on the needs. 
  • Close collaboration with support departments including logistics, finance, MEL, HR, others
  • Under the guidance of the PM, oversee the implementation of and follow up on community-led projects i.e. solid waste management, others, at the targeted sites
  • Keeping strong collaboration with other NRC CC’s to ensure integrated responses and complementarity between WASH and other CC’s. 
  • Support to WASH PM on the prioritization of WASH responses based on the field reality. Ensure that participatory approaches are adequately utilized for the identification and prioritization of needs. 
  • Contribute to prepare/develop narrative and budgets for proposals in conjunction with Finance, Logistic and WASH specialist
  • Lead in the process of WASH assessments (in collaboration with WASH cluster and NRC site management) and data collection, ensure up to date WASH database and dissemination of information to relevant stakeholders. 
  • Under the delegation of the WASH PM represents NRC in external meetings, including the WASH cluster, WASH technical Working Group and other coordination structures.
  • Remain flexible and execute other unforeseen tasks linked to evolving WASH and security situation 
  • Ensure that WASH related constructions are in accordance with norms, design and standards.

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are: 

  • Strategy, project planning, proposal development: WASH PM, WASH Specialist
  • Implementation: WASH PM, WASH Officers, WASH assistants, WASH contingent workers

Education field

  • Holding valid university degree on Civil Engineering/construction or relevant field

Additional Information:

 

Contract duration: Open End.

Working hours: 40 hours/week, Sun-Thu (5 days per week)

Salary/benefits: According to NRC’s salary scale and terms and conditions

Duty station: Gaza (open to Gaza strip residents only)
