Organizational Context
The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.
Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Divisions/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.
The Directorate, headed by a Managing Director, is responsible and accountable for themanagement of UNIDO’s human, financial and material resources, ensuring the capacity of the organization to fulfil its mandate.
The Directorate oversees a full range of financial, humanresources, learning and staff development, procurement, information technology and generalservices to meet the service support needs of the Organization as a whole. Additionally, theDirectorate houses the Gender Equality and Empowerment of Women Unit and the Ethics andAccountability Unit as well as oversees their operations.
Furthermore, the Directorate providesguidance on personnel security and safety matters and ensures the overall coordination of UNIDO’sresponse in this regard.
This position is located in the Facility Management Services. As part of the common services, on behalf of and financed by the VBOs, the Facility Management Services (COR/BMS) of UNIDO is responsible for ensuring the safe and reliable operation, maintenance, and repair of the Vienna International Centre (VIC) buildings and associated installations according to the Austrian and European building codes and standards, and according to the VIC operating license conditions.
Staff members are subject to the authority of the Director-General and in this context all staff are expected to serve in any assignment and duty station as determined by the needs of the Organization. The UNIDO Staff Performance Management System reinforces the collaboration within formal units as well as among cross-functional teams. In this context, the incumbent collaborates with his/her supervisor and colleagues, at Headquarters and in the field.
FUNCTIONAL RESPONSIBILITIES
The Engineer (Buildings Planning and Projects) is responsible for the design, planning, implementation and management of buildings projects and designing and reviewing the buildings projects in the VIC. He/she provides guidance and supervision to BMS staff involved in the implementation of various BMS projects. Additionally, the incumbent is expected to monitor the assigned projects in the VIC and to report to and provide expert advice to the Chief of BMS. Specific responsibilities include but are not limited to:
- Contributing to the development of the yearly work plan including milestones, goals, and priorities. Providing technical guidance to staff during the entire project cycle and monitor as well as provide feedback on the quality of work performed. Promoting cooperation, teamwork, and communication within and outside the team in a result-oriented manner.
- Assisting in planning and monitoring the implementation of all projects funded from various BMS budgets. Ensuring that these such projects are concluded as planned, fulfil the requirements of quality standards as requested in the VIC, and remain within the allocated budget and timelines.
- Preparing complex multidisciplinary project proposals, clarifying all technical and financial aspects, putting together cost estimates and proposing project prioritization. Hire, monitor and supervise external consultants and experts in specific technical subjects, which may include but not limited to fire protection, safety engineering, barrier free design, various technical services, etc. In cooperation with the relevant supervisors, preparing Technical Specification and Terms of Reference, as well as detailed drawings and layouts for bidding in English and/or German. Assisting in the Procurement process by technically evaluating offers, recommending the company to be selected and following-up on the award of contract.
- Ensuring that health and safety regulations and rules are implemented and followed in accordance with the EU and Austrian regulations.
- Applying professional project methodologies and software (such as PRINCE2 or similar). Allocating resources and setting up the implementation plan and detailed scheduling with the contracted company, plan and coordinate the support work carried out by BMS. Discussing the project with Austrian Authorities and obtaining their approval. Following closely the implementation progress, and regularly inspecting work performed. In case of shortcomings, problems or deviations from the agreed work taking corrective measures immediately.
- Taking over the Project from the external company, ensuring that project documentation is complete and in line with the BMS documentation rules. Checking final invoices against work performed and requesting the release of payments. Representing UNIDO in acceptance inspections and following warranty cases.
- Keeping abreast of latest technologies, norms, standards, and regulations and ensuring that work carried out is in accordance with the prevailing engineering, environmental, quality and safety standards and norms.
- Performing other related duties as assigned.

MINIMUM REQUIREMENTS AND DESIRABLE CRITERIA
Education
An advanced university degree in Architecture, Civil Engineering or a related engineering discipline.
Experience
A minimum of five (5) years of progressively responsible experience with facilities and infrastructure, or similar, in the areas of planning, designing and supervising engineering-related construction/commissioning projects, managing routine and not routine maintenance and repairs, and/or experience in the application of the principles for the planning and management of large, multi-disciplinary complex engineering projects is required.
Knowledge of various technical and complex areas in buildings and facility management is required.
The knowledge and trainings of project management methodologies e.g., PRINCE2 or similar is desirable.
Working experience in an international environment or organization is required.
Languages
Fluency in both English and German is required. Knowledge of another UN official language is an asset.
NOTE:
UNIDO General Service applicants are required to be at least at the GS-5 level; to have served in their current position for at least two years; and to have served in UNIDO for at least five years.
