Organizational Setting

The project objective is to contribute to the national processes of strengthening family farmers in Brazil for poverty reduction and rural revitalization. The outcome is to implement differentiated policies and programs that improve the capacities of the national government, local and family farmers in areas such as ATER (rural extension and technical advisory services), Credit Programs, land access and governance, access to markets and the strengthening of cooperativism.
Reporting Lines
The incumbent reports to the Assistant Representative in FAO Brazil – Programme.
Technical Focus
To carry out a diagnostic and propositional study on the access of Traditional Peoples and Communities to the PAA Institutional Purchase modality and to the PNAE, having as a reference the participation of the segment in the last notices of the Programs and aiming at the expansion and strengthening of this participation.
Tasks and Responsibilities
• Evaluate the participation of indigenous peoples, quilombolas and other PCTs in the PAA Institutional Purchase modality and in the PNAE.
• Conduct a survey of studies, experiences, and governance data on the participation of indigenous peoples, quilombolas, and other PCTs in the PAA and PNAE.
• Subsidize CGAL/DEACAF in the processes of identifying opportunities for improvement to expand and qualify the participation of indigenous peoples, quilombolas and other PCTs within the scope of the PAA and PNAE and the implementation of strategies defined as priorities.
• Assist the project in meetings with the strategic actors involved in the preparation of the Products provided for in this Term of Reference.
• Participate in meetings with CGAL/DEACAF to level the lines of action of the assignement.
• Participation in Catrapovos meetings, during the term of the contract.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING\:
Minimum Requirements
• Bachelor's Degree in Applied Social Sciences, Health Sciences or Agricultural Sciences, according to the CAPES/CNPq table of areas of knowledge.
• Minimum experience of 04 (four) years in public policies for family farming, acquisition and commercialization of food and/or food and nutritional security. In case of having specialization and 03 (three) years of experience in the requested areas. In case of having Master’s degree and 02 (two) years of experience in the requested areas and in case of having a Doctorate and 01 (one) year of experience in the requested areas.
• Working knowledge (level C) of English or Spanish and Portuguese;
• Brazilian Nationality or resident in the country with a valid work permit.
