Organizational Setting
The Food and Agriculture Organization of the United Nations (FAO) is implementing a Technical Cooperation Programme entitled, “Strengthening capacity of policy makers to mobilize investment for resilient and low emission agrifood systems in Asia under Article 6 of the UNFCCC Paris Agreement,” in which Cambodia, Philippines, Thailand and Viet Nam are participating. This project will enhance capacity to mobilize resources for resilient and low emission agrifood systems using the Paris Agreement Article 6 instruments, working closely with relevant stakeholders such as counterpart agencies, development partners engaged in relevant baseline initiatives, local governments, civil society organizations involved in Article 6 safeguards, private sector carbon project developers and offtake companies.
Reporting Lines
The National Expert on Carbon Market reports to the Assistant FAO Philippines Representative for Programmes.
Technical Focus
The project aims to enhance capacity to mobilize resources for resilient and low emission agrifood systems using the Paris Agreement Article 6 instruments. The National Expert on Carbon Market is expected to lead, monitor and coordinate the project activities at the national level.
Tasks and responsibilities
The National Expert on Carbon Markets shall perform the following tasks\:
Under the overall supervision of the FAO Representative, direct supervision of the Assistant FAO Representative (Programme), the technical supervision of the FAO Philippines Programme Unit, the incumbent will carry out the following tasks\:
• Support the implementation of the project at the national level including organization of workshops and meetings
• Lead the analysis on prioritizing projects and programmes with high potential for development under Article 6 instruments based on conducted gaps and needs workshops and developed decarbonization pathways
• Develop national readiness roadmaps for agrifood systems and Article 6 participation
• Provide support to the preparation of Article 6 programme or project concepts and feasibility assessments
• Support the coordination of national participation on national and regional level trainings, workshops and knowledge exchanges.
• Develop necessary workshop and training reports and other knowledge products
• Perform other tasks necessary as assigned by the project team

Minimum Requirements
• University degree (master or Ph.D.) in one of the following\: economics, law, finance, policy, accounting, business administration, marketing or equivalent
• A minimum of 10 years of working experience with carbon markets
• Solid knowledge on Article 6 of the Paris Agreement and voluntary carbon markets (VCM)Working knowledge of English and Filipino
• A national of the Philippines or residing in the Philippines with work permit
