Overall purpose of the role:
The Economic Recovery Project Officer, reporting directly to the Economic Recovery Project Manager, is responsible for supporting the effective, efficient and professional implementation of DRC’s Economic Recovery activities in Rakhine State. Together with the Economic Recovery team, the Economic Recovery Officer will work with the communities of Internally Displaced Persons (IDPs), for both Rakhine and Muslim including other minorities, to identify needs and address gaps of the individuals, households and communities to implement cash transfer programming and livelihoods project intervention as well as the provision of live saving assistance to the referrals in closely working with Protection, Humanitarian Disarmament, Supply Chain Teams as well as Finance, Safety and Government Liaison Departments to ensure smooth project implementation. The EcRec Officer is also expected to mobilize and organize the community members, beneficiaries and provide them support to enhance on self-reliance, income generating, community development, and other related activities outline in the proposed donor projects.
Responsibilities:
- Take primary responsibility for coordinating for the implementation of Economic Recovery Project activities in Sittwe, Pauktaw, Mrauk U and Kyauktaw townships, working closely with the Economic Recovery Project Manager and Economic Recovery team, internal departments and counterparts at other INGOs, Government, Civil Society Organization and consultants. This will include facilitating community engagement to identify needs and gaps for the implementation of Economic Recovery initiative, leading in terms of conducting comprehensive assessments to select the beneficiaries and taking the lead in implementing livelihood project intervention in the targeted locations.
- Support the Project Manager in Sittwe in establishing and maintaining good relationships with community representatives, community groups, government counterparts, and other humanitarian agencies, ensuring transparency and coordination.
- Conduct monitoring and evaluation of the Economic Recovery Project activities including the activities implemented by the partners in accordance with donor guidelines, including collecting data from relevant government departments, clusters, and ensure visibility standards are met by both partners.
- Take primary responsibility for liaising with the Admin, Finance, and Logistics and other counterpart department’s staff for organizing and planning for the implementation of Economic Recovery activities and support other programs as needed.
- Taking leadership role for field trips, team meetings and giving clear instruction for livelihoods activities including providing technical support on facilitation, mobilization, and communication skills for the Economic Recovery Assistants and incentive workers.
- Prepare and submit monthly, weekly work plans and report timely to the Economic Recovery Project Manager.
Other Economic Recovery tasks:
- Conduct field visits to IDP/host communities as well as isolated communities to identify livelihood needs, implement income-generating and community-building activities, and monitor results.
- Conduct engaging and participatory training/facilitation sessions for beneficiaries focusing on essential topics such as budgeting and bookkeeping, and development concepts for village development committees.
- Gather monitoring information and maintain the database of the beneficiary information and activity profiles.
- Perform any other related tasks as instructed by the Economic Recovery Project Manager.
Experience and technical competencies:
- University degree (BA/BSc) in Economics, Business, Management Experience in administrative tasks/ information management.
- Must have minimum 2 years relevant work experience in the field of cash transfer programming, income generation and community mobilization, preferably, previous working experience with a humanitarian or development organization.
- Experience leading and motivating teams and coordinating activities independently.
- Demonstrated ability to build trusting relationships with communities and experience of participatory needs assessments.
- Good interpersonal and communication skills as well as having a good knowledge of cultural sensitivity.
- Flexible and prepared to travel intensively in the region, including IDP camps and rural villages in the targeted townships.
- Prepare to work with diverse communities.
- Good analytical and computer skills (especially Word and Excel).
- Working Knowledge of English.
- Other local language us considered as an asset.

Conditions
Contract: DRC will offer the successful applicant a DRC’s Regular contract included 3-month probation. Renewable depends on both funding and performance. Salary and conditions will be in accordance with DRC’s Terms of Employment. The position is placed in Employment Band H.
