Organizational Context

 

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The IFRC counts with different subregional delegations in the Americas and one regional office for the Americas and the Caribbean based in Panama. The Project Coordinator will be hired by the IFRC’s Secretariat Zone Office but work under the direction of the American Red Cross’s Country Representative in Guatemala.

 

Job Purpose

Under the guidance and direct supervision of Country Representative Guatemala, and with support from the American Red Cross, the Project Manager -PM- will support the implementation of the assigned projects. As a key member of the Guatemala Office team, will support the field planning, coordination, implementation, monitoring, reporting and administration of assigned projects. The PM will work closely with the following stakeholders:

  • Guatemala Red Cross National Society (NS) partner staff.
  • IFRC technical staff in the Americas Zone, ICRC and PNS.
  • American Red Cross staff.
  • Non-Red Cross Movement actors.

 

Job Duties and Responsibilities

  •  Serves as a field liaison between projects and the country office, for the assigned portfolio, and coordinates with the field teams.
  • Coordinate with the field and implementing partners to ensure programmatic and reporting compliance.
  • Support American Red Cross National Society Projects teams in the planning, monitoring, and reporting on project country plans and budgets. Assist in identifying appropriate and quality technical support from within the Red Cross Movement (IFRC, ICRC and National Society peers – including American Red Cross) and from outside the Movement (public, private and non-profit sectors) for the NS.
  • Support Country Rep in Guatemala and provide input into regional meetings, forums, and workshops.

 

Job Duties and Responsibilities (continued)

 

  • Coordinate ongoing project performance monitoring, evaluation and reporting based on Key Performance Indicators (KPIs) and Results Based Management (RBM). Preparation of consolidation of project narrative reports, follow up of financial reports to oversee financial performance.
  • Provides support to areas including data input for portfolio monitoring and dashboards, drafting and/or copy-editing proposals and donor reports, and coordinating the process for developing specific concepts, proposals and sub-awards.
  • Regular visits to project locations to follow up project activities. 65% of the time will be spent on travel and 35% on office assignments.
  • Facilitates grant management including concept and proposal development, agreement negotiation, analysis of resource requirements and performance metrics, and monitoring and evaluation plans.
  • Other duties as assigned.

 

Education

  •  University degree in management and/or administration, sciences, or related fields (Required).
  • Relevant post graduate degree or MBA (Preferred)

 

Experience

 

  • 4 years of project management experience. (Required)
  • 2 years of working experience in the International Federation / Red Cross Movement. (Preferred)
  • 2 years of working experience in international humanitarian assistance and/or development work. (Required)
  • Knowledge of projects and programs related to Risk Reduction and/or Climate Change. (Required)
  • Demonstrated experience in project/programme planning, budgeting, reporting and operational relations. (Required)
  • Experience working in the Americas region. (Required)
  • Experience in project planning, monitoring, evaluation, and reporting. (Required)
  • Experience in budget management and financial reporting. (Required)
  • Experience in project development, including project design and formulation of proposals and budgets. (Required)
