CARE seeks a Director of Finance and Administration for the anticipated USAID-funded Timor-Leste Bio-diversity Activity. This Activity aims to strengthen biodiversity conservation efforts in Timor-Leste in the marine environment, support local communities to be more resilient to climate impacts, and inclusively and sustainably ensure the sustainable use of natural resources in development.

The Director is responsible for overseeing the comprehensive financial, administrative, procurement, organization, and human resources aspects of the Activity. Under the guidance of the Deputy Chief of Party (DCOP), the Director will provide direction to financial and project operations, ensuring meticulous financial management, accounting, and logistical support for the smooth operation and execution of project undertakings. The successful candidate will have notable experience in managing finances and operations for USAID or other international donor-funded projects.

This activity is expected to be a five-year program in the $10 million range.

This is a Key Personnel position, subject to USAID approval. It is also subject to project award and funding. National and international candidates are encouraged to apply. This position will be based in Dili, Timor-Leste.

Responsibilities:

  • Support the Deputy Chief of Party (DCOP) in day-to-day financial management and ensure that the program meets all CARE, USAID and host country regulations and requirements related to USAID funds usage, accountability, and operations within the country.
  • Establish efficient financial and operational systems including internal audits, compliance, record keeping and risk management.
  • Oversee accounting, finance, invoicing, and other related financial functions, ensuring compliance with organizational, local regulations, and donor standards.
  • Manage and monitor budget and financial tracking, delivering timely reports to relevant stakeholders, both internally and externally.
  • Oversee and execute payroll processes for local personnel and manage all necessary deductions.
  • Monitor program budget and advise senior management on burn rates and other programmatic considerations; provide complete and compliant required reporting; and maintain financial records for all program activities.
  • Plan and monitor program procurements and ensure appropriate approvals are obtained from management.
  • Manage accounting, budgeting, invoicing, and financial reporting, liaising with CARE’s home office.
  • Actively supervise the monitoring of subgrantee budgets and spending to ensure adherence to set guidelines.
  • Prioritize team building and professional growth to ensure high-performance standards and effective collaboration.
  • Collaborate to ensure the functioning of sub-offices, ensuring their smooth operation and resource availability.

Qualifications:

  • Master’s degree or equivalent in finance, business administration (MBA), accounting, or a related field.
  • 8-10 years of relevant senior experience in international development, or in a senior management role on large humanitarian or development projects.
  • Demonstrated technical experience and knowledge of one or more of the following: financial management, procurement, compliance, security and/ or human resources management.
  • Experience managing USAID cooperative agreements and/or contracts.
  • Experience recruiting, developing, and managing staff and teams.
  • Knowledge of Timor-Leste's legal and regulatory context.
  • Fluency in English required (spoken and written).
  • Strong oral and written communication skills; excellent demonstrated inter-cultural, interpersonal, and negotiation skills.
  • Demonstrated commitment to PSHEA (Prevention of Sexual Exploitation, Harassment, and Abuse).
  • Demonstrated commitment to principles of Gender Equality, Diversity and Social Inclusion (GEDSI)Ability to travel within Timor-Leste as required and as security conditions allow.
