Organizational Setting
The main aim of the FAO country offices, which are headed by a FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner. The position is located in the FAO Representation in Tirana, Albania.
Reporting Lines
Under the overall responsibility of the FAO Representative in Albania and direct supervision of the Assistant FAO Representative, technical guidance of REU operational team and Programme Support Specialist and OCOP Coordinator the Programme Operation Specialist will be responsible for for supporting the FAOAL programme operations and ongoing projects.
Technical Focus
The Programme Operations Specialist will play a key role in the coordination and management of FAO Albania’s Field Programme, providing essential support to pipeline project programming and preparation, including FAO Technical Cooperation Programme (TCP) projects, UN Joint Programme (UNJP) projects, and regional initiatives. This role involves overseeing day-to-day project operations, ensuring timely execution in line with work plans, supervising support staff, and facilitating the development and submission of project documents for funding sources such as GEF-8 and EU IPA funds. The specialist will provide guidance on project cycle management (PCM), support M&E activities, monitor budgets and expenditures, and ensure compliance with donor requirements. Additionally, they will update the Field Programme Management Information System (FPMIS) and contribute to final project evaluations.
Tasks and responsibilities
• Provide support to programming of pipeline projects and project preparation studies for FAOAL Programme especially to the FAO Technical Cooperation Programme (TCP) Projects and projects financed by United Nation Joint Program (UNJP), Regional projects (RER), etc for FAO Albania Field Programme\:
• Coordinate day-to-day project operations for such as FAO Technical Cooperation Programme (TCP) Projects and projects financed by UNJP, RER, ETC in order to ensure timely provision of scheduled inputs and monitor their timely execution in line with the project work plan;
• Supervise the Programme Operations Assistant and Administrative /Logistic Assistant to complete their tasks\:
• Support relevant teams of FAO Albania for the implementation of emergency response and actions that support vulnerable populations’ access to livelihoods\:
• Provide support to the development of full project documents to be submitted for funds such as GEF-8 period and EU Instrument for Pre-Accession Funds (IPA) allocated to Albania for the programming period;
• Act as a member of Project Task Force and provide guidance and advice on the PCM procedures, and ensure conformity of the activities with the project documents;
• Support project staff for the completion of the project’s Monitoring and Evaluation (M&E) plan including the baseline assessments and their compliance with the M&E plan.
• Support the development, implementation, monitoring and evaluation of the Country Programming Framework (CPF);
• Support budgetary management and monitoring of the approved field expenditures and draft financial reports and statements as per donor requirements;
• Participate in the planning and review of budget plans, monitor expenditures and, where necessary, identify corrective measures to overcome operational constraints;
• Deliver support in maintaining detailed records of budget estimates, obligations and available balances;
• Assist with the preparation of budget revisions as required and on the basis of the changes of plan of activities;
• Support monitoring of the project budgets to ensure availability of funds when payment requests are due;
• Update the Field Programme Management Information System (FPMIS) inputs, and forecasting estimates and ensure appropriate updating of the system;
• Provide required documentation and data for the project’s final evaluation;
• Perform other related duties as required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• University degree in Business Administration, Economics, International Relations or any relevant degree.
• 5 years of relevant experience in Administrative and Operational works.
• Working knowledge of English and working knowledge of the Albanian Language.
• National of Albania.
