Department Description

The position is located in the Standards Policy Unit within the International Labour Standards Department (NORMES). The position will report to the Legal Specialist leading the Standards Review Mechanism Tripartite Working Group (SRM TWG) team.


NORMES is responsible for designing and implementing ILO policy on the setting, promotion, ratification and supervision of international labour standards in accordance with guidance provided by the Governing Body. It leads the work on enhancing the relevance of international labour standards to a changing world of work and ensure their role as a useful means of achieving the constitutional objectives of the Organization, as well as the ILO strategic objectives, as called for by the 2008 Declaration on Social Justice for a Fair Globalization. NORMES supports and services all ILO bodies mandated to supervise the effective application of international labour standards. As recognized in the Programme and Budget (P&B) for the current two biennia (2020-2021 and 2022-2023), the normative focus of the Office is international labour standards and authoritative and effective supervision (Outcome 2).


Since 2015, the SRM TWG has been tasked with keeping the body of international labour standards up to date and relevant to the world of work. In its annual meetings, it classifies the international labour standards, identifies gaps in coverage including those requiring new standards, and proposes any practical and time-bound follow-up action. Implementation of the SRM TWG’s recommendations, as approved by the Governing Body, is an institutional priority and the subject of a cross-Office collaboration coordinated by NORMES. An ILO helpdesk on the SRM TWG coordinates and facilitates the provision of information and advice on the process to constituents. The SRM TWG team is responsible for supporting the implementation of the SRM TWG’s recommendations globally, including developing innovative initiatives; coordinating the technical and logistical 

Learning area

Learning opportunities for the intern will principally involve the chance to work alongside officials on tasks integral to the pivotal SRM TWG process.
The intern will assist in coordinating and supporting the follow-up by the Organization requested by the SRM TWG at its previous meetings, involving implementation of the recommendations of the SRM TWG at the institutional and national levels. This will involve undertaking research and writing, compiling information, and constructing or tailoring tools to support colleagues and other actors to follow up the recommendations.


Depending on the time period of the internship, the intern will be exposed to the preparation of, or participation in, future SRM TWG meetings. In particular s/he will provide research and editorial assistance in relation to the preparatory papers to be prepared by the Office to support the work of the SRM TWG at its future meetings; and/or undertake note-taking duties.


The intern will be called on to provide other research and administrative support to the members of SRM TWG team as required and should expect to devote approximately 10% of their time to administrative tasks.


In addition, the intern will have the opportunity to attend meetings of the International Labour Conference and the Governing Body, as relevant; and to familiarise themselves with the work of the International Labour Standards Department.
 

Education

Law or a related field. An expertise in international law or labour law would be particularly relevant. 

 

The candidate should be enrolled in their final year of graduate degree programme or should have completed such a programme no longer than 1 year ago.

Experience

Experience in one or more of the following areas would be valued: legal research and drafting; communication of complex ideas to a broad audience; compiling and synthesizing large amounts of information; tailoring templates to individual circumstances.   

 

Languages

Oral and written working knowledge of at least one of the ILO’s official languages (English, French, Spanish). Knowledge of another language would be an advantage.

Competencies

 

Adaptable to an international, multicultural and multilingual environment, good communication skills and be able to work in a team.

Selection process:

 

Following a first screening by the Human Resources Development Department (HRD), hiring departments will short-list applicants. You will be directly contacted should an internship opportunity match your profile. If you have not been contacted by any department within six months after your application, you can consider that you have not been selected by any department for this roster. If still eligible, you may apply to the next roster. 

 

If shortlisted, you may be contacted by the hiring department for a written test and/or interview. The ILO may use communication technologies such as Skype, Video or teleconference, e-mail, etc for the assessment and evaluation of candidates.

 

Stipend/Financial compensations:

 

As an intern in Geneva, you will receive a stipend of 2450 CHF per month from the ILO, unless you receive funding through another institution (for example your university or a foundation). If you receive partial funding, ILO will cover the difference to ensure you receive 2450 CHF per month. Your travel to Geneva will be at your own expense. In addition to the amounts referred above, each intern shall receive the amount of CHF45 per month, or the equivalent amount in the currency in which the monthly stipend is paid, which is a contribution from the Office towards the cost of medical insurance to cover the period of the internship.

 

Qualified candidates from non- and under- represented countries may be eligible for a special fund that provides financial assistance for round-trip airfare (economy class) in addition to the stipend.

 

Insurance:

 

Please note that the ILO does not take responsibility for any costs arising from accidents and/or illness incurred during the internship. You will be responsible for your own insurance coverage for illness and accidents for the duration of the internship at the duty station (whether Geneva or the field).
