Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations.
DRC has been operating in Ukraine since 2014, currently DRC employs over 800 staff in Ukraine and will continue significant scale-up in 2024 to implement emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs.
DRC is currently looking for a Shelter and Infrastructure Specialist to be based in Sumy with frequent field travels within Sumy, Kharkiv, and Chernihiv oblasts.
About the job:
Shelter and Infrastructure Specialist will play a key role in DRC's response to the needs of Northern and Eastern Ukraine. Implementation of projects aimed at developing alternative energy, electricity, combined heat and power, district heating and cooling, and liquid and gas biofuels.
This area includes providing technical support, ensuring effective planning, implementation and follow-up of all technical aspects of the sector's activities in the programs implemented by DRC. Shelter and Infrastructure Specialist will maintain good relations with relevant stakeholders and other humanitarian actors to ensure proper implementation and coordination of DRC sector activities. This position has territorial coverage and ensures compliance with DRC procedures and guidelines in the North, East Ukraine area.
This position will report to the Shelter & Settlement Manager.
Your main responsibilities will be:
Program and operational activities:
- Ensure effective and efficient program implementation in accordance with the budget and work plan.
- Participate in the preparation of monthly/quarterly/annual major reports and budgets for donors.
Coordination and representation:
- Collaborate with relevant internal and external technical experts on relevant sector issues.
- Represent DRC at meetings and other relevant technical coordination meetings.
- Ensure strong integration with all other DRC sectors. Work closely with other departments to ensure efficient operations.
Project development:
- Develop project plans and budgets for funding, organize and review cost estimates for project solutions.
- Develop and monitor project tools, control and verification of project solutions, and due diligence of project documentation.
- Prepare tender documents for the implementation of construction projects and carry out and/or support the technical evaluation of such tenders.
- Monitor and evaluate projects, control the schedule of work.
- Formation of design assignments, technical specifications, approval of technical solution cards, list of equipment and materials.
- Support the creation and review of assessments and feasibility studies carried out by DRC and Local Partners.
- Initiate procurement and ensure its implementation.
- Ensure preparation of plan distribution and timely transfer to the logistics department.
- Prepare a package of documents for procurement (procurement specifications).
- Work with contractors and subcontractors.
About you:
- University degree: specialized higher technical education (heat engineering, electrical engineering, electromechanical engineering).
- Work experience: 5 (five) years in the implementation of energy projects focused on alternative energy and cogeneration units.
- Languages: advanced English proficiency preferred, fluency in Ukrainian language.
- Experience in working with energy sector facilities, equipment selection, making basic technical decisions, preparing of feasibility studies, designing and operating alternative energy projects.
- Practical experience in the technological processes of heat and electricity production at combined heat and power plants, heat pumps, and solar power plants.
- Full capacity to create/review electrical single-line diagrams, panel schedules, or connection diagrams for solar electric systems, using computer-aided design (CAD) software.
- Full capacity to conduct engineering site audits to collect structural, electrical and related site information for use in the design of a given alternative power system.
- Full capacity to review financial estimation, timeline and technical specifications and recommend engineering or manufacturing changes to achieve alternative power design objectives.
- Knowledge of the design of various types of alternative energy equipment and their features, regulatory construction base, DBN, PUE, DSTU with full capacity in overviewing installation, testing and monitoring of alternative energy systems and provide advice on their operation and maintenance
- PC knowledge (Word, Excel, AutoCAD, CAD, SAP) at the level of a confident user.
- Personal discipline, punctuality, responsibility in decision-making, honesty, communication skills.
