Tribal Development Department, Government of Maharashtra is the nodal department for overall policy, planning and coordination of programmes for development of Scheduled Tribes (STs). The department has accorded high priority and adopted multifaceted development strategies to promote socio-economic growth of the STs. Specific interventions are being implemented including implementation of protective legislations such as the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006, the Scheduled Castes and Tribes (Prevention of Atrocities) Act, Panchayats (Extension to Scheduled Areas) Act. The programmes and schemes for tribal people are intended to support and supplement the efforts, primarily of other state departments to fill critical gaps within institutions and programmes, taking into account the situation of STs. These schemes comprising of economic, educational, and social development through institutional building, are administered by the line departments. Notwithstanding numerous developmental interventions, the STs continue to face developmental deficits with respect to health, education, livelihood, development infrastructure as well as other socio-economic indices, many of which are well below the national average.
The Tribal Development Department is committed to providing equitable access to opportunity for the tribal communities, through participatory approach and adoption of innovative methods including e-governance and increasing use of technology to provide strategic inputs into the development process. To accelerate the implementation of the development agenda for the tribal communities and strengthen the institutional delivery systems at the State and district level, it is important to strengthen the capacity and effectiveness of the officials and stakeholders to deliver on the issues related to tribal empowerment and create robust systems for monitoring and implementation of the tribal development schemes of the Central and State government.
The Department is working in collaboration with UNDP to fast-track development in difficult geographies inhabited by tribal populations, enhancing capacities of government functionaries and expanding opportunities for better livelihoods, health and education to vulnerable tribal communities
Main Purpose:
UNDP proposes to engage a Procurement Associate to support the PMU at Tribal Development Department, Govt. of Maharashtra, ensuring that all procurement processes/related activities are conducted in accordance with relevant laws, regulations and departmental policies.
Duties and Responsibilities:
Assist in preparation of invitation for bids/ prequalification, request for expressions of interest, bidding/
prequalification documents, request for proposals, evaluation reports, contracts, and other documents
concerning procurement of goods, works, consultants’ services.
Manage procurements through the e-procurement system of the state. Support in preparation of
purchase orders and contracts, recurring purchase orders for contracting of services, vendor creation,
maintenance of the filing system in the procurement unit.
Assist in implementation of the internal control system which ensures that Purchase orders are duly
prepared and dispatched. Undertake timely corrective actions on Purchase orderss with budget check
errors and other problems.
Provide assistance on procurement matters of the project to ensure consistent application of the
Procurement/ Consultants Guidelines of the Government of India.
Update the procurement plans on regular basis and responsible for its implementation for works, goods
and consulting services as and when needed.
Ensure proper control of Tribal Development Department assets and prepare inventory reports. Ensure
the smooth execution of design, planning and implementation of all project procurement and manage all
contracts required for the State level activities.
Ensure provision of logistical services such as purchase of tickets and PO preparation; arrangement of
shipments; vehicle maintenance organization; conference facilities arrangements, travel agencies,
vehicle maintenance, hotel and conference facilities surveys.
Monitor contract cash flow projections, ensure that budgetary allocations are appropriated prior to
making commitments and verify that all proposed purchases are eligible for financing under the project.
Assist in the monitoring, documenting and administering contract performance, preparing and
negotiating contract change orders/amendments, conducting pre and post shipment inspections.
Prepare monthly progress reports of procurement activities, project account and regular progress reports
in acceptable format to the Government of Maharashtra.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient
functioning of the Office and the Organization.

Minimum Qualifications of the Successful NPSA
Min. Education requirements
Secondary Education is required.
Or
A first-level university degree (bachelor’s degree) in Commerce, Accounting/ Technology/ Economics/ Finance/ Management/ Public Procurement/ Engineering or related field will be given due consideration
but not a requirement.
Min. years of relevant work experience
Minimum 6 years (with Secondary Education) or 3 years (with Bachelor’s degree) of work experience in the field of procurement, supply chain management and related activities.
Previous work experience in handling programmes supported by Government of India will be an strong asset.
Knowledge related to Public Procurement Systems followed by Govt. of Maharashtra.
Knowledge of automated procurement systems, experience in handling web-based management systems.
Desired skills
Specialized knowledge of and significant experience in substantive areas/aspects of procurement (e.g., procurement of goods; selection/ contracting of consultant services; preparation of bidding/contract
documents for the international procurement of goods, works, services; public procurement policies; practices).
Knowledge of procurement practices /systems existing in India at subnational level.
Hands on experience in e-procurement portal will be preferred.
Experience in the usage of computers and office software packages (MS
Word, Excel, etc.)
Knowledge of and experience in gender mainstreaming is an asset.
Required Language(s)
Excellent knowledge of written and spoken English and Hindi is essential. Knowledge of Marathi is mandatory
